Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Environment and Energy (EAE), headed by a Managing Director, aims to integrate and scale-up activities focusing on supporting governments and industries to provide sustainable and resilient energy infrastructure for industrial development, to contribute to climate neutral circular economy, and to fulfil national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy. The responsibility of the Department of Energy (EAE/ENE) is to assist Member States in the transition to a sustainable energy future under the overarching mandate of ISID, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry, and the introduction of low-carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities. This position is located in the Climate Technology and Innovation Division (EAE/ENE/CTI), which is responsible for supporting Member States with access to and uptake of low-carbon and clean energy technologies and innovations. It focuses on nurturing entrepreneurship, facilitating the establishment of conducive innovation ecosystems, and enabling clean technology business scale-up. In addition, the Division is also responsible for mainstreaming water-energy-land nexus approaches for climate change mitigation and adaptation.

PROJECT CONTEXT CTI is engaged in implementation of several projects across its priority areas including: enterprise development, investment facilitation, water-land-energy nexus as well as technology development and transfer. The projects include for example the Global Cleantech Innovation Programme (GCIP), the Private Financing Advisory Network (PFAN), the Climate Technology Centre and Network (CTCN), etc. In response to the needs of beneficiaries of the CTI technical assistance interventions as well as to the current global development challenges (including for example the COVID-19 pandemic), there is an increased need for CTI to enhance synergies between its different project efforts, so that their transformational impact is strengthened. This also involves the need to improve cooperation and coordination across the project teams within CTI and ENE as well as across UNIDO departments that provide various project management support services, including for example finance management. Moreover, CTI is currently engaged in expanding its portfolio of projects funded by diversified donors such as Green Climate Fund (GCF) and Adaptation Fund (AF) as well as it is in general increasingly engaging in climate change adaptation project development. Against this background, the Project Associate is expected to support the cooperation and coordination efforts between different projects and teams within and across UNIDO departments. In particular, the person should be involved in facilitating financial management as well as project monitoring and reporting to several donors (such as the Global Environment Facility – GEF), including also to those that UNIDO has recently started engaging with (such as GCF and AF). Main Functions

Under the close supervision of the CTI Project Manager, applies basic theoretical knowledge and administrative skills in supporting and in acquiring a broad understanding of the interrelated administrative and programme/project functions contributing to technical cooperation activities in a particular sector, geographical area or programme/project by: - Compiling general background information from readily available sources, on economic and social factors for an assigned sector, area, country or programme/project: designing and drafting supporting flow charts, schedules, graphs and tables; coordinating the collection and verification of documents, actions and data with substantive or support units, assembling and editing basic data required for planning and negotiation, in format dictated by agenda or supervisor's instructions, checking project documents for clarity, consistency and completeness; - Describing progress of ongoing project/s, investigating designated project activities, discussing findings with the supervisor to identify implications for the work of the project unit, discussing rationale and context of project activities, considering alternative methods for project design, management, problem identification and problem resolution; - Maintaining institutional memories or other documentation systems to record project/programme, history and ongoing activities; - Assisting in monitoring exercises related to the project execution, retrieving substantive information on status of project, outcome, output, key performance indicators (KPIs), risks, etc. from the SAP Portfolio and Project Management (PPM) module; - Drafting reports, ad-hoc assignments and research activities, as required; - Arranging briefings, tours, and related activities for visitors, missions and fellowship holders.

Minimum Requirements


Advanced university degree in finance, economics, international relations, business administration and natural science or other relevant discipline with specialization in project management is required


Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language is desirable.

Field of Expertise

At least one (1) year of professional experience in the field of the programme monitoring, reporting and financial management. Exposure to of Green Climate Fund (GCF) and/or Adaptation Fund (AF) funded projects is desirable. Experience with joint, inter-organizational projects and programmes is desirable. Experience with projects/programmes in the field of climate technology and innovation is desirable. Ability to research and analyse information. Ability to work effectively in multi-cultural teams.
