Consultant – Technical Support for Disability Survey, UNICEF Thailand, Bangkok

The Social Policy Section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to provide technical support to the upcoming National Disability Survey and to conduct the national Disability Survey in compliance with international standards for measurement of disability.

The Social Policy Section, UNICEF Thailand Country Office (TCO) is seeking an individual consultant to provide technical support to the upcoming National Disability Survey and to conduct the national Disability Survey in compliance with international standards for measurement of disability.

Work Assignment:

The Consultant has the responsibility for providing quality assurance, technical assistance and support to the preparation, implementation and completion of the Disability Survey in Thailand to UNICEF Thailand Office and the National Statistical Office (NSO). The consultant will provide technical support and quality assurance in terms of quality standards that need to be adhered to at every steps throughout the process of survey design, data collection, data processing, data analysis, reporting and dissemination. 

Tasks

Phase I: Survey Planning (August 2021 – January 2022)

• Review and provide inputs to the sampling frame for survey methodology
• Participate in key stakeholders meeting to explain the survey tools and methodologies and to respond to any questions/queries
• Provide technical assistance to the development of the indicators, questionnaires and definition of disability, to ensure that they are aligned with the international standards set by the Washington Group on Disability Statistics and they are appropriately customized to the country context
• Provide recommendations from technical perspectives to conduct cognitive testing and to any questions/issues raised during pre-test of the questionnaire
  
  

Phase II: Data Collection, Analysis and Report Writing (September 2022 – May 2023)

Data collection process:

• • Technical assistance to ensure quality data collection, by offering advice on data collection precautions and approaches under COVID-19 situation, and advice to any other issues faced during data collection.

Data Analysis and Report Writing:

• Technical advice on data processing
• Technical advice and support on the development of the syntaxes
• Provide recommendations on the structure and content of the report, including main analysis and cross-tabulations
• Technical advice on the interpretation of the key results in the report
• Provide support in preparing executive summary and other highlights/key messages to support the wide dissemination of the results

Duration of Contract:  10 working days during the period of August 2021 to January 2022 (First phase).

Remarks: The planning and implementation of the National Disability Survey spans over 2 years (with 29 days of work), as per the schedule outlined under section 7. The first phase of support will require 10 days from August 2021 to January 2022, covering tasks 1 to 4 in section 7, up to the finalization of the questionnaire. Upon review of the progress and deliverables from the consultant, a contract for the second phase will be considered, to cover activities (6)-(11).

Official Travel: Not required for the first phase until January 2022. The travel requirement will be revisited, also in consideration with the COVID-19 situation, for the second phase.

Working Location: The individual contractor will work remotely in his/her own premises but will regularly report to the supervisor.  All office supplies and materials will be provided by the Consultant.

To qualify as an advocate for every child you will have…

• • Master’s degree or higher in Social Sciences, Demography, Statistics, Epidemiology, or any other related technical field.
  • At least 10 years of experience in the design, development, coordination and management of a national household survey of child disabilities.
  • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS).
  • Excellent skills in data analysis and interpretation
  • Training experience and ability to organize and facilitate training and presentations.
  • Excellent in survey report writing, Excellent oral and written communications in English.
  • Excellent communication and interpersonal skills.
  • Familiarity and previous experience of working in Thailand highly desirable.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships both within and outside the organization.
