The consultancy will take place within the third phase of the Integrated Local Development Project (ILDP), a joint project of the Government of Switzerland and UNDP and the SDG Roll-Out Project supported by Sweden and implemented by UNDP.In addition to harmonising development planning in the country, the ILDP paved the way for the newly adopted and emerging development planning and management regulatory frameworks in both entities and Brcko District BIH. The ILDP supported preparation of development strategies in the entity of Federation of Bosnia and Herzegovina (FBiH), all 10 cantons (including Sarajevo Canton) and 59 municipalities. Following adoption of their development strategies, the ILDP partners received support for establishing local development management units, preparing, and adopting three-year strategy implementation plans and annual development reports. The SDG Roll-Out Project supported the design of the Framework for Sustainable Development Goals in BIH, which has been adopted by governments at all levels in the country and which is now to be reflected in strategic documents across governments.Following the agreement with the municipalities, and in line with the newly adopted RS Law on Strategic Planning and Development Management, the support will be provided to design municipal strategies for the municipalities of Berkovici, Ljubinje, Kotor Varos, Osmaci and Srbac, taking into account the  SDG Framework. The municipalities will take the main coordination and leading role in the process of strategic planning via establishment of the necessary strategic planning and expert bodies. A Strategic Planning Team designated by the Municipal Mayors will be in charge of coordinating the entire process. The Strategic Planning Team in each municipality will include 5-10 experienced individuals, representatives of the municipal administration and external experts as needed, led by the coordinator designated by the Municipal Mayor and advised by the Expert. The Strategic Planning Team will be responsible for ensuring participation of all relevant stakeholders, inclusion of vulnerable groups and public transparency of the entire process.Within this TOR, five municipalities will be supported to initiate preparation of their development strategies in line with the RS Law on Strategic Planning and Development Management that prescribes the methodological approach for the planning processes.  In this context, three national Experts will be engaged to provide expert and technical support in the process of design of the five municipal development strategies until 2027, as specified above, and will work with minimum one municipality in this process. The consultants can apply to work with minimum one and maximum two municipalities. In order to facilitate provision of technical assistance target LGs will be organized in 3 geographical clusters as follows:

  • Cluster 1: Berkovici and Ljubinje
  • Cluster 2: Kotor Varos and Srbac
  • Cluster 3: Osmaci

Estimated number of consultancy days per municipalities is 24.

Duties and Responsibilities

The Expert is expected to contribute to design of the strategy via methodological guidance, overall facilitation of the process and guidance of the Strategic Planning Team, data analysis, re-drafting and quality assuring of relevant parts of the strategy, in line with the existing legal and methodological framework. The Lead Expert will work in close cooperation with the respective municipal strategic planning bodies and under the supervision of UNDP.

More specifically, the Expert will be expected to perform the following tasks:

Task 1: Facilitate strategic planning process and guide the Strategic Planning Team and quality assure the documentBased on legal prescriptions and best practices in the development area, the Expert will be responsible for guiding the Strategic Planning Team and facilitating the entire strategic planning process via provision of advice and inputs to the Coordinator, in order to comply with the Law and methodology for development of strategic documents.In line with the methodological approach and UNDP’s instructions, the Expert will serve as the main focal point for the Strategic Planning Team including experts from the municipal administration and possibly externally engaged assistance (in areas such are economic development, environmental protection and social development), if needed. The Expert will provide direct guidance to the team, aiming to ensure efficient and effective planning process and the highest possible quality of the final strategy document.In close cooperation with the Coordinator, the Expert will lead the Strategic Planning Team (including regular meetings preparation, action planning, tasking, etc.) and co-facilitate the required number of meetings and workshops including meetings with the Municipal Development Board. This will include but will not be limited to:

  • Introductory meeting,
  • Workshop on data compilation and analysis,
  • Workshop on identifying focuses, setting strategic objectives and vision,
  • Validation of strategic platform with the Municipal Development Board,
  • Workshop on setting priorities, identifying measures and key strategic projects,
  • Workshop on monitoring, reporting and evaluation.

The Expert may be requested to support communication of the strategy content with the decision makers and general public, more concretely to participate at high level meetings and in media events.The Expert will fully observe relevant law prescribing strategy content and process steps, while having in mind specifics of each municipality, including its competencies. In close cooperation with municipal authorities, through this process, municipalities would seek to define a participatory municipal-level development vision that could be achieved through collective efforts. Based on inputs by municipal representatives, the Expert will ensure compilation of inputs and preparation of the overall development. It is important to note that the Expert will be ultimately responsible for ensuring the overall drafting of the document, improving parts of the document as needed and overall quality assurance, based on inputs by the Strategic Planning Team and UNDP.The Expert is required to ensure coherence of the overall document, as well as vertical linkages with the higher-level strategic documents and the Sustainable Development Goals Framework in BIH, and will provide guidance and advice in defining priorities, measures, and key projects for achieving strategic development goals identified within the strategic platform phase, including setting relevant indicators. The task also entails compiling and improving inputs and, if required, re-drafting of the Strategy document.It is envisaged that this task will be delivered in the period August 15, 2021 – November 30, 2021 and the level of effort per municipality will not exceed 8 days.

Task 2: Provide technical support in the process of strategic platform preparationBased on the best practices and agreed approach, the Expert will technically support preparation of data analysis so as to identify the current situation, key problems, development potentials, trends, and projections in the domain of economic and social development, and environmental protection. These will be reflected in draft socio-economic analysis, which will serve as a basis for the overall strategic planning process. In preparing specific parts of the socio-economic analysis, the Expert will conduct at least one focus group meetings with relevant stakeholders and obtain qualitative data required for the analysis.Based on the analysis, and in strong cooperation with all relevant structures, the Expert will conduct SWOT analysis, identify, and validate focuses and strategic goals, as it is stipulated in the relevant legal and methodological framework.Also, in preparing the relevant parts of the strategic platform document, the Expert will closely work with the Strategic Planning Team to ensure that all relevant data is collected, obtain feedback, and validate findings before moving on to the next stage of the process. Once finalized, the draft strategic platform will be discussed in detail and validated at a workshop(s) with the Development Board. It is important to note that the Expert should guide and advise pre-drafting of all relevant key parts of the document and will be responsible for improving the document and overall quality assurance, based on inputs by the Coordinator, Strategic Planning Team and ILDP.This Task is expected to be completed by September 30, 2021 with an estimated level of effort per municipality of 8 days.

Task 3: Provide technical support to the design of programming part of the StrategyWithin this task, the Lead Expert is expected to assist the Strategic Planning Team in defining priorities, measures and key projects for achieving development goals identified within the strategic platform phase along with their indicators. The task also entails drafting of relevant segments of the programming part of the Strategy based on inputs and validation by the Coordinator, Strategic Planning Team and ILDP.Concretely, the support will include:

  • Concrete expert inputs for definition of key development projects and measures, including indicators, financial perspective and compatibility with relevant higher level strategic documents (e.g., SDGs Framework in BIH, relevant RS sectoral strategies). Focus will be placed on ensuring linkages and coherence between measures and projects with relevant priorities and goals.
  • Concrete expert inputs and drafting of relevant parts of the monitoring, evaluation, and reporting plan.

In this regard, the Expert will closely coordinate and collaborate with the Coordinator, Strategic Planning Team and ILDP.

It is envisaged that this task will be delivered in the period September 2021 – October 30, 2021 and the level of effort will not exceed 8 expert days per municipality.

Organizational issuesIn close cooperation with the Coordinator and Strategic Planning Team designated by the Municipal Mayor and under overall supervision by UNDP, the Expert will be responsible for the overall coordination and quality assurance of the process and products from the viewpoint of the content.The Strategic Planning Team members will facilitate the planning process and ensure adequate quality of specific sectoral segments of the document, while the Expert will be responsible for compiling the inputs and ensuring overall coherence and quality of the strategy document. The Strategic Planning Team members will be required to closely work together, agree on practical modalities of work, division of responsibilities as well as coordination and communication channels.All management and methodological issues will be closely coordinated and monitored by the UNDP team. The organization and logistics of workshops delivery will be carried out by the municipalities.The entire service will be delivered in the languages of BIH peoples.

Academic Qualifications/Education

  • University degree in economy or other relevant fields. Advanced University degree will be considered as an asset;

Experience

  • Minimum 5 years of progressive experience in design of strategic planning documents at local, regional or other sub-national levels;
  • Experience in delivery of technical assistance to public sector beneficiaries, preferably in the area of strategic planning, in line with the standardized development planning methodologies applied in BIH;
  • Previous experience in provision of technical support to municipalities and higher levels of authority;
  • Previous experience in working as part of public administration in BIH is a distinct asset;
  • Proven analytical skills and ability to conceptualise and write concisely and clearly.
  • Ability to work as a team player in a complex working environment.

Languages Requirements
