Organizational Setting

The FAO Representation in Bangladesh is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. The representation also supports the regional office in the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

Reporting Lines


Under the overall supervision of the FAO Representative in Bangladesh, the direct supervision of the MUCH OIC, and in close coordination with the MUCH Project Manager, and consultation and collaboration with the MUCH Technical Assistance Team (TAT), government counterparts, especially the Food Planning and Monitoring Unit (FPMU) and the policy/planning wings of core ministries (Food, Agriculture, Fisheries/Livestock, Women/Children Affairs, and Health/Family Welfare), as well as development partners, including donors, private sector and civil society organisations, the incumbent will undertake the tasks and responsibilities outlined below.

Technical Focus


Meeting the Undernutrition Challenge (MUCH) is based in the Food Planning and Monitoring Unit (FPMU) of the Ministry of Food (MoFood) in Bangladesh. The MUCH project extends support to the core ministries (Food, Agriculture, Health/ Family Welfare, Livestock/ Fisheries, Women/ Child Affairs), civil society organizations (CSOs) and the private sector, seeking to achieve a strengthened enabling environment for eradicating food insecurity and malnutrition, in particular, by improving: (i) cross-sectoral and sectoral policies and investment frameworks and programmes for food security and nutrition (FSN) that are gender sensitive; (ii) human and organizational resource development for FSN; (iii) financial resource allocation for FSN; (iv) inclusiveness of governance and coordination mechanisms for FSN; and (v) comprehensiveness of information generation to support FSN policy formulation, programming and implementation.

The National Nutrition Adviser is an SC10 position with duty station Dhaka and may require travelling across the country. The selected candidate will be based out of the MUCH project office, FPMU, Ministry of Food, Khadyya Bhavan, Dhaka.

Tasks and responsibilities


Ensuring alignment with overall Programme objectives and promoting standardized approaches as appropriate:
• Provide inputs to the formulation of the implementation and monitoring plan for the Plan of Action (PoA) of the National Food and Nutrition Security Policy (NFNSP) 2020 with a focus on poverty reduction, vulnerability, gender, nutrition-sensitive social protection and resilience;
• Conduct national and field consultations to disseminate the PoA, especially the sections concerned with poverty, social protection, gender, and resilience within on going social safety net programmes (food friendly programmes, school feeding, among others).
• Support the sub-national level implementation of the PoA through strengthening support across the multi sectoral institutional arrangements to enable policy synergy at sub-national levels;
• Participate in multi-stakeholder dialogues to sensitize food and nutrition security policy related initiatives, action agendas and research needs in collaboration with inter-ministerial different committees related to PoA;
• Support dissemination of the research outputs produced by MUCH, with specific reference to nutrition and women related issues;
• Assist FPMU, Core Ministries, Inter-Ministerial Technical Working Groups / Thematic Teams, representatives of civil society and private sector in policy planning, monitoring, evaluating and implementation, and in strengthening Food and Nutrition Security mainstreaming within sectoral and cross-sectoral policies, programmes and investment plans;
• Provide on-the-job mentoring and advisory support to FPMU officials and policy staff of Core Ministries for monitoring and assessing poverty, economic and socioeconomic access to food, gender, vulnerability and nutrition-sensitive social protection;
• Provide inputs to the preparation of monthly, interim and annual progress reports as well as to quarterly communication and visibility products reports for submission to project’s donors; and
• Perform other related duties as required. Perform any other duties to ensure successful implementation of the assignment.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements


• Advanced university degree in agricultural economics, economics, development economic, development studies or other relevant field is essential
• Minimum seven years of relevant experience
• Working knowledge of English; fluency in both Bangla and English
