This position is located in the Conduct and Discipline Team (CDT) of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO). The incumbent will be based in Beni and reports to Chief CDT.Responsibilities
Within delegated authority, the Conduct and Discipline Officer, P-3 will be responsible for the following duties:
• Identifies/trends/patterns, lessons learned, and best practices related to conduct and discipline issues with a view to furthering the mission's objectives in policy development, preventive actions and awareness-building initiatives
•Undertakes reviews of alleged misconduct by UN peacekeeping personnel, receives and documents complaints, gathers information and advises on whether further investigation is warranted, analyzes relevant information and advises on actions to be taken based on an impartial and independent examination of the facts, liaises with relevant parties internally and externally, undertakes appropriate follow-up.
•Supports the implementation of Secretary General's victims-centered approach, including new strategies.
•Coordinates in consultation with Field Victims Rights Advocate (FVRA), to ensure that SEA victims needs are assessed and referred to appropriate services and ensures the Victims Assistance Tracking System (VATS) updated, and that victims are updated on the status and outcome of their allegations.
•Monitors the quality and adequacy of assistance, through direct and regular contact with SEA victims, in compliance with the "Uniform Protocol on the Provision of Assistance to SEA Victims" and contributes to mapping exercises of service providers in coordination with UN system and stakeholders.
•Keeps current on developments and trends in the field of conduct and discipline and contributes to the development of measures to increase awareness of UN peacekeeping personnel about the UN standards of conduct and to prevent instances of misconduct, e.g. assists in the development and implementation of awareness raising programs, including the provision of training on conduct and discipline matters, develops mission-specific measures to detect personnel misconduct, and ensure compliance with UN standards, proposes strategies for preventive measures, etc.
•Organizes and /or undertakes quantitative research and analysis on the consistent application, within the Mission, of UN and DPKO policies, procedures, and guidelines related to various aspects of conduct and discipline work; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions; produces progress and briefing reports.
•Contributes to maintaining and monitoring a data management system for all categories of personnel misconduct; performs data mining and data analysis to produce narrative and statistical reports.
•Prepares various written outputs, e.g. management briefings, background papers, presentations, analysis, reports and studies, inputs to communications, publications, etc.
•Contributes to identifying, establishing and maintaining contacts and partnerships with UN and other actors (national and international) with a view to pursuing the agenda for conduct and discipline activities, including assistance to victims of misconduct.
•Provides input for the development and implementation of public information and community outreach measures on conduct and discipline issues.
•Engages in day-today coordination of Activities with other mission components (e.g. Gender, legal officers, human resources, security, training, child protection. And UN entities).
• Performs other duties as required.
Professionalism: Knowledge and understanding of unit’s mandate and strategic direction. Demonstrated proficiency in the fields of conduct and discipline, law, human rights, social sciences or human resources management. Knowledge of institutional mandates, policies and guidelines pertaining to conduct and discipline and knowledge of the institutions of the UN system. Knowledge of investigation and disciplinary processes in an administrative, criminal, police and/or military context. Demonstrated professional competence in assignments held to date. Strong analytical capacity, and ability to identify, analyze and articulate complex issues/problems. Ability to work independently with minimal supervision. Ability to apply good judgment in the context of assignments given. Ability to conduct research, including ability to evaluate and integrate information from a variety of sources and assess impact on the conduct and discipline activities. Ability to work under extreme pressure, on occasion in a highly stressful environment. Advanced university degree (Master's degree or equivalent) in the field of social sciences, political science, law, human rights, human resources management, or other related fields. Familiarity with administrative, labor, criminal and/or military law and principles is desirable. A first-level university degree, in combination with two years of qualifying experience may be accepted in lieu of an advanced university degree.Work Experience
A minimum of five years (5) with a master’s degree or seven (7) years with a bachelor’s degree of progressively responsible working experience in positions in the field of conduct and discipline, communication, law, human rights and/or human resources management is required.
Experience with data management including databases, gathering and analyzing information and problem solving is required.
Experience with the application of UN rules and regulations related to conduct and discipline as well as experience in UN peacekeeping missions is desirable.
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in both English and French is required. Knowledge of another official United Nations language is an advantage.Assessment
