Under the direct supervision of the UNDP Deputy Resident Representative (DRR) of the UNDP Country Office in Suriname, the Programme Officer (Social Development and SDG Integration) will have responsibility for developing and managing a substantive programme portfolio in the areas of social development and SDG Integration. The Programme Officer will be part of a larger programme team and will work in coordination with the Governance and Environment Programmes. The Programme Officer will also work closely with the Operations team as necessary.

The Programme Officer will be responsible for executing current programmes in the portfolio and also for developing new programme initiatives in line with national priorities and UNDPs corporate priorities. He/she will analyse trends and changes in relation to the poverty, socials services and social development in the country. He/she will interact with a wide range of development partners including government, donors, non-government organizations, civil society organisations, vulnerable and marginalized groups including persons with disabilities and Indigenous and Tribal People, small and medium enterprises and the private sector.

Duties and Responsibilities

Summary of Key Functions:

  • Implementation of programme strategies
  •  Management of the CO programme
  • Creation of strategic partnerships and implementation of a resource mobilization strategy 
  • Provision of top quality policy advice services to the Government of Suriname and facilitation of knowledge building and management.

1. Ensures implementation of programme strategies focusing on achievement of the following results:

  • Defines the catalytic and “added value” areas of UNDP support and leads the formulation of appropriate programmes/prjects.
  • Regularly monitors and manages the programme, including financial management and reporting, and organizes evaluations of the programme/projects.
  • Provides or facilitates technical advice and inputs to the Government of Suriname related to poverty, social services, social development issues and the SDGs.s
  • Participates and contributes actively in the main office-wide processes, which are the CCA, MSDCF, CCPAP and the Annual Workplan, by giving specific advice on the direction of the poverty and social development programme.
  • Advocates priority UNDP corporate issues e.g. environment, gender, human rights, participatory development.
  • Promotes the public image of UNDP so that the general public becomes more aware of the work of UNDP
  • Prepare ad hoc country briefs, profiles and speeches as required

2. Ensures effective management of the CO programme within the thematic/sectora areas assigned focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
  • Undertakes the design and formulation of programme/project proposals in the area of governance, in light of national priorities and UNDP’s strategic areas of focus.
  • Regularly monitors and manages the programme, including financial management and reporting, and organizes evaluations of the programme/projects
  • Advocates for UNDP’s corporate policies, ensuring visibility for UNDP and acts as resource person on the substantive thematic area of governance at the national level.
  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.

3. Ensures creation of strategic partnerships and implementation of the  resource mobilization strategy focusing on achievement of the following results:

  • Keeps abreast of and analyses socio-economic development trends, with a focus on poverty and social development, and maintains a continuous dialogue with development partners – Government, donors, NGOs/CSOs, private sector – on how to address specific development problems in a coordinated and cohesive way.
  • Builds and maintains partnerships with relevant donors, NGOs/CSOs and the private sector and pursues coordination and joint programmes with these partners
  • Pursues and facilitates possibilities for resource mobilization

4. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government of Suriname and other strategic partners.
  • Sound contributions to knowledge networks and communities of practice.
  • Promotion and facilitation of knowledge sharing and learning within the CO.

The key results have an impact on the overall success of the country programme within specific areas of cooperation and reaching MSDCF and CPD goals.  In particular, the key results have an impact on the design, operation and programming activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:

Master’s Degree or equivalent in Economics, Development Studies, Social Development, International Relations or closely related field.

 

Experience:

  • At least 5 years experience as a development practitioner.
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

 

Language Requirements:

Excellent and demonstrable Dutch and English language skills, both spoken and written.
