Overview of position

Background Sudan

Our client’s Sudan office is based in Khartoum and works closely with the Government of Sudan and international partners to support humanitarian response, recovery, and development initiatives. Our client is the United Nations sector lead for the Basic Infrastructure Sector in Sudan and helps partners achieve their project goals in sectors including water resource management, education, census and elections, human resource management and mine action.

Background Information of our client

Our client - Sudan Project Office is engaged by the Foreign, Commonwealth and Development Office (FCDO), United Kingdom of Great Britain and Northern Ireland for implementation of the Urban Water for Sudan (UW4S). The project has largely completed its infrastructure component and is currently moving into the capacity building phase. Our client will support the development of the capacity of four Darfur state capitals (el Fasher, Nyala, Geneina and Zalingei) to sustainably provide water to all resident, plan for future needs and to recover costs to support the functioning of the institution.
The purpose of this appointment is to support the strengthening of the capacity of the Urban Water Authorities in four states by supporting the strengthening of management and financial systems, management of groundwater and operational management.
The project is implemented in a partnership with State Government Authorities.
Our client Sudan Office belonging to the Ethiopia Operational Hub, is therefore actively looking for highly motivated and competent candidates for the position of Civil Engineer, for the project. The post will be for six months only. Our client is soliciting applications from suitable qualified civil or electro-mechanical engineers with experience of management of water supply in urban settings and with experience of working with Urban Water Authorities in Sudan. Applications from current state employees will be considered only with agreement of state managers and on conditions that the employee returns to the agency after the contract period.
Role objectives
Functional Responsibilities
The focus of the Civil Engineer for the 6-month contract period will be support the UWA to develop capacity to deliver on its mandate of providing water to the urban population.
The Civil Engineer will be responsible for facilitating the implementation of the project components in the respective towns, operating from a base in el Fasher. The intent is that the UWAs undertake the bulk of the work and the civil engineer will provide support to facilitate the delivery of the outputs and develop the capacity of the UWA staff to undertake the tasks. The Civil Engineer will be guided and supported by international experts and the senior engineer on the project.
Using the methodology and templates provided by the project, the Civil Engineer will
  1. Support the UWA in identifying area of improvement related to water supply management;
  2. support the UWA to implement agreed institutional strengthening and personnel capacity building projects;
  3. support the Urban Water Administrative unit to implement cost recovery initiatives, to ensure services can be maintained; and
  4. support the implementation and improvement of reporting against Key Performance Indicators (KPIs) to allow tracking of service delivery and management.
The Civil Engineer will be supported by sector experts (for example in finance, HR, M&E, etc.) as required and will be responsible for facilitating and coordinating the work of these experts with the UWA. The civil engineers will participate in i) inputting lessons learned on the methodology; ii) providing technical input and lessons learned to the materials developers for training materials that emerge from the project, iii) monitoring and documenting the results of the Capacity building / reform initiatives; iv) supporting the sharing of lessons and v) supporting the Communities of Practice and town hall sessions that promote interaction between the UWAs and sharing of lessons learned.

Related specific responsibilities

  • Support the UWA to collect operational data, records and relevant input information.
  • Support the UWA in planning, and facilitate the master planning (institutional development strategy component) and capacity building processes with the state authorities and other project stakeholders
  • Support the UWA with technical input for capacity building interventions / mini projects, and assist in developing materials documenting capacity building intervention
  • Assist in the preparation of project / contracts related documentations such as periodic progress reports, stakeholder meeting minutes, Agreements, etc.
  • Assist in providing training and technology transfer to national personnel
  • Represent our client in project implementation activities in the field, as directed by the Project Manager and the Senior Engineer to ensure that our client procedures and the standards adhere to all project implementation activities.
Support the Project Manager and the Programme team in any other job-related matter as required.

Monitoring and Progress Controls

  • Accessing / gathering, documentation and analysis of data required for planning and implementation of capacity building interventions
  • Support and facilitate the implementation of planning and capacity building interventions according to the agreed milestone, on time
  • Lead the roll out of the process according to the agreed timelines
  • Ensure all coordination issue with States Government levels are resolved in a timely manner.
  • Ensure regular supervision of the project work progress and quality for on time delivery
  • Provide data and information about project to the PM for reporting purposes.

Key competencies Qualifications and Experience

Education
A bachelor’s degree in civil engineering, in combination with 4 additional years’ relevant work experience, of which at least 2 years include working with government water utilities / institutions would be preferred. A Master’s degree would be an advantage. A degree in electrical, mechanical, water or environmental engineering, geo-hydrology, business management (or similar) could be accepted if the applicant has good experience with urban water infrastructure and utilities.

Experience
At least 4 years of experience in public utilities in the urban environment.
Experience in the water supply sector would be an asset.

Languages
Fluency in spoken and written English and Arabic is required.
