VACANCY  ANNOUNCEMENT TEMPORARY APPOINTMENT OF PROJECT PERSONNEL

Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of The Directorate of Environment and Energy (EAE), headed by a Managing Director, aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy. The Department of The Department of Environment (EAE/ENV) contributes to ISID and the implementation of the SDGs, in particular of SDG 9, by greening existing industries and products, as well as by facilitating creation of new green industries and products, and by minimizing resource use along value chains and during the lifetime of products, facilitating uptake of circular economy practices. The Department promotes the concept of circular economy, sustainable design of products with less materials, being easy to maintain and incorporating longevity, industrial resource efficiency to improve the effective use of natural resources including in particular materials and water; assists developing countries and countries with economies in transition to achieve the objectives of and compliance with multilateral environmental agreements; reduces the release of industrial pollutants into the environment; and improves sustainable access to water for productive uses. The Department encourages industrial development for economic growth that is sustainable, resource efficient, beneficial to the climate, and resilient as well as protective of the natural environment and human health, and keeps workers, communities and consumers safe. Its activities serve to improve competitiveness, as well as development of and access to markets, particularly for SMEs. The Department acts as the focal point in UNIDO for various multilateral environmental agreements and multilateral co-operation in the field of the environment: the Montreal Protocol on Substances that Deplete the Ozone Layer; the Stockholm Convention on Persistent Organic Pollutants; and the Minamata Convention on Mercury; as well as other relevant international initiatives and conventions. This position is located under the Montreal Protocol Division (EAE/ENV/MPD). MPD is responsible for planning, developing and implementing activities for developing countries and countries with economies in transition to facilitate compliance with the Montreal Protocol and in particular its Kigali Amendment, and to support countries to achieve their nationally determined contributions to reduce emissions of greenhouse gases under the Paris Agreement through activities related to the Montreal Protocol and its Kigali Amendment. The services of the division are focusing in particular on transformative approaches for manufacturing in refrigeration, air conditioning and insulation foam sectors; related working fluids and chemicals; total greenhouse gas emissions caused by related products; their green design to extend their lifetime and reduce further their greenhouse gas emissions; as well as related capacity building and policy support.

PROJECT CONTEXT As part of this position, and under the supervision of the Chief of the Division, the incumbent will be responsible for the overall planning, monitoring and reporting on portfolio level for all Montreal Protocol projects and liaising with the Multilateral Fund (MLF) Secretariat. UNIDO is one of the four implementing agencies under the Montreal Protocol. MLF funded projects are being submitted to the MLF Secretariat who are responsible for reviewing the project documents, submitted by implementing agencies and recommend them for further approval by the Executive Committee. Furthermore, implementing agencies such as UNIDO are responsible for submitting to the MLF Secretariat project and portfolio level reports, Business Plans, Balance Lists, information on agency performance as well as any other update that may be requested and ensure compliance with Executive Committee decisions. Under the close supervision of the Chief of Division and in cooperation will all Project Managers within the division, the Project Administrator will work on ensuring all panning, monitoring and reporting documents, as requested by the Multilateral Fund and its Executive Committee are prepared with high quality and accuracy, and submitted on time to the MLF Secretariat. As part of this position, the Project Administrator will be responsible for gathering information on achieved results on portfolio level and in particular avoided CO2 emissions. Main Functions

FUNCTIONAL RESPONSIBILITIES Under the supervision of the Chief of Division and in coordination with all project teams in the division, the Consultant will ensure the timely submission of plans, updates and reports to the MLF Secretariat, in line with the applicable guides and the Executive Committee decisions. Main duties are: - Select, organize and summarize information on portfolio level, for all UNIDO Montreal Protocol (MP) projects, to prepare annual reports, updates, business plans and work programmes, maintain databases and business plans; - Analyze and interpret project background history, documentation and reports, as well as financial reports, Executive Committee decisions, MLF guides and documents in preparation for Inter-agency coordination meetings and Executive Committee meetings; - Prepare project documents and terminal reports to support the implementation of the Institutional Strengthening projects. Coordinate with the countries’ contact points the implementation of the projects, and support the coordination with donors; - Coordinate with all project teams the preparation of portfolio level plans, programmers and reports submitted for review and approval by the Executive Committee meeting, ensuring consistency with internal procedures, including relevant finance and budget approvals, and MLF guides and decisions; - Monitor specific aspects of project implementation, in line with portfolio level plans, identifying problems and proposing actions to be taken to ensure consistency with guides and decisions; - Review and analyze documents prepared by the MLF, provide comments to the MLF Secretariat where needed, and disseminate the information to all project teams within the division, ensuring timely follow up on pending actions, integration of decisions in project planning, implementation and reporting; - Ensure the accuracy and quality of data included in documents and SAP, in line with projects approvals and decisions. - Perform other related duties, as required.

Minimum Requirements

Education

Advanced university degree in engineering, sciences, economics, business administration, international relations or related discipline is required.

Languages

Fluency in written and spoken English is required. Fluency and/or working knowledge of another official UN language is desirable.

Computer Skills

Field of Expertise

At least three (3) years of professional experience in the areas of planning, monitoring and reporting, is required. Experience in international cooperation projects and programmes is desirable.
