Title: Consultant to Support the development of the Zimbabwe National Immunization Strategy, 2021-2025

Proposed grade: P04

Expected Duration of Consultancy: Three months

  1. Rationale:
    1. Purpose: The Ministry of Health and Child Care (MOHCC) Zimbabwe is in the process of developing a new National Immunization Strategy (NIS). The strategy is expected to guide the provision of immunization services in the country for the years 2021-2025. MOHCC will lead and coordinate the overall process of the NIS development and WHO has been requested to provide technical support.

    1. Background: The Zimbabwe Ministry of Health and Child Care has a new National Health Strategy (NHS) 2021-2025, a strategic document that will guide operations of the Ministry for the next 5 years. The NHS 2021-2025 is aligned and informed by the National Development Strategy

1 (NDS1). At global level, the Immunization Agenda 2030 (IA2030) has been developed to provide the overarching global vision and strategy for vaccines and immunization for the decade 2021-2030. The Zimbabwe comprehensive Multi-Year Plan (cMYP 2016-2020) expired in December 2020 and a new multi-year strategic plan is needed to guide immunization services for the years 2021 to 2025.

It is against this background that MOHCC has commenced the process of developing the new NIS. The Zimbabwe National Immunization Strategy (2021-2025) will derive its operations from the National Development Strategy 1(NDS1), NHS and the Immunization Agenda 2030 with the aim of contributing towards reduction in morbidity and mortality due to vaccine preventable diseases. A draft roadmap for the development of the NIS 2021 is already in place to provide additional guidance on critical steps to be undertaken.

    1. Purpose of the Consultancy:
      1. Support the development of the Zimbabwe National Immunization Strategy 2021-2025

  1. Expected Assigned Duties/Work to be Performed:
  1. To carry out a desk review to collate all relevant health, economic, social and political information past or future to inform development of Zimbabwe National Immunization Strategy 2021-2025

  1. To obtain inputs and perspectives of all immunization stakeholders and partners for incorporation into the strategy

  1. To develop objectives, draft strategies and identify priority activities and build consensus on issues for inclusion in the ZEPI strategy

  1. To develop a draft of the costed Zimbabwe National Immunization Strategy 2021-2025 and present to the Ministry of Health and Child Care and all stakeholders.

  1. To write and present a finalized Zimbabwe National Immunization Strategy 2021-2025

  1. Undertake any other duties as required by the WHO Representative.

  1. Technical Supervision:

3.1.1. The consultant will work under the direct supervision of the WHO Representative

  1. Specific requirements

    1. Language:

Required: Fluency in written and spoken English

Desirable: Another UN language would be an added advantage

    1. Education:

Required: Degree in medicine or related field

Desirable: Post graduate qualification in Health Economics, Health Systems or Public Health

    1. Experience:

Required: At least ten years ' experience in planning, implementing and monitoring public health programs including development of strategic plans

Experience in immunization programs including development of national immunization strategies.

    1. Skills and competencies
  1. Excellent planning skills and ability to manage multiple work streams simultaneously; and a pro-active work attitude;
  2. Excellent interpersonal skills and ability to work collaboratively with colleagues from a wide range of disciplines and backgrounds
  3. Excellent written and oral communication skills
  4. Ability to deliver high quality work within tight deadlines
  5. Good written and oral communication skills
  6. Knowledge of Microsoft Office software applications.
