OBJECTIVES OF THE PROGRAMME

The Department of Supply (SUP) aims to ensure high-quality, consistent and responsive supply services through a collaborative approach to procurement hence supporting an efficient delivery of WHO programmes. The WHO Global Service Centre (GSC) provides administrative services to all staff and all WHO Offices worldwide in respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications. The aim of the Centre is to serve as the global processing platform for the swift and reliable delivery of a comprehensive array of products and services covering all these fields. The Global Procurement and Logistics unit (GPL) provides order processing services to all WHO Offices worldwide in respect of procurement and logistics management.

DESCRIPTION OF DUTIES

Reporting to the Unit Head GPL, the position manages the purchasing processing team. The incumbent is responsible for operations to process goods and services procurement requisitions from different WHO offices and partner organizations in compliance with WHO procurement rules and regulations. The incumbent takes numerous decisions daily affecting directly the running and performance of the team. The incumbent liaises on common issues with the Unit Head, colleagues in the Service Centre, the Supply Department, procurement focal points, as well as requestors in Headquarters, regional offices, country offices and partner organizations. The incumbent is available to advise all staff on purchasing related issues and outside the Organization may interact with contractors, suppliers, service providers, forwarding companies, customs officials, and counterparts in other International Organizations.

The duties include the following:

1. Manage the GPL Processing Team by planning, coordinating and overseeing the execution of service provision covering the transactional aspects of goods and services procurement.

2. Optimize team performance through motivation, work load management, work flow improvements and the creation of a professional transaction processing environment in order to provide service-oriented, responsive and reliable delivery of services.

3. Prepare proposals and implement initiatives to continuously improve the quality of services provided by the team.

4. Lead and coach team members in the areas of standards, best practices and policies that apply in carrying out their functions and ensuring that the staff are up to date on the latest versions of same.

5. Develop performance indicators and analyze and report on performance information, regularly reviewing procedures and performance statistics to monitor efficiency and effectiveness of the processing service delivery.

6. Act as the focal point for purchase order processing related queries from across the WHO organization and provide solutions to issues that may arise.

7. Establish and maintain good relations with GPL teams, suppliers, staff in GSC, Headquarters, regional offices, country offices and partner organizations.

8. Other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential:

- First level university degree in a procurement-related field, business or public administration or similar field from an accredited/recognized institution.
Desirable:

- An advanced university degree or professional qualification in procurement from an accredited/recognized institution.

- Certified training in procurement (CIPS or equivalent).

Experience

Essential:

- At least 5 years of experience in procurement operations in a recent supervisory role within a large company or organization, preferably at the international level.
Desirable:

- Advanced experience using Oracle e-business suite and/or similar ERP systems.

- Previous experience in procurement or logistics.

- Experience working in a shared services environment.

Skills

Essential:

- Excellent knowledge of procurement processes.

- Demonstrated ability to act independently and exercise sound judgment.

- Ability to work closely in harmony with international officials at all levels.

- Ability to work as a leader as well as member of a team.

REMUNERATION

Remuneration comprises an annual base salary starting at MYR 156,430 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
