Organizational Setting

 

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure, and responds to the safety and security related needs of its Member States.
The objective of the Division of Nuclear Installation Safety (NSNI) is to achieve and maintain a high level of safety of nuclear installations worldwide that are under design or construction or in operation. The Division does this by establishing standards of safety for the protection of health, including standards for nuclear power plants and other nuclear installations and facilities, and by providing for the application of these standards through, among other things, support for the IAEA's Technical Cooperation programme, the rendering of safety review services, the promotion of education and training, the fostering of information exchange and the coordination of research and development. In addition, the Division helps ensure safety at nuclear installations by promulgating international safety instruments such as the Convention on Nuclear Safety and the Code of Conduct on the Safety of Research Reactors. NSNI comprises five Sections\:

  • External Events Safety Section
  • Operational Safety Section
  • Safety Assessment Section
  • Regulatory Activities Section
  • Research Reactor Safety Section


The Safety Assessment Section (SAS) helps to improve the capability of Member States in carrying out effective safety assessments and enhancing the safety of nuclear installations to achieve a high level of safety by developing safety standards and guides for design and safety assessment; by promoting the use of advanced safety assessment methods and tools with enhanced integration of deterministic and probabilistic approaches and the use of risk-informed and performance-based safety evaluation approaches.

 

 

Main Purpose

 

Provide expert advice on safety-security interface, support activities on holistic approach to safety, security and safeguards in design of innovative reactor designs, such as Small Modular Reactors (SMRs).

 

Functions / Key Results Expected

 

  • Develop IAEA technical publications in the area of safety-security interface, such as the report on use of safety analysis approaches for security purposes of nuclear installations.
  • Research available publications and analyze the experiences available in Member States on application of holistic approach to safety, security and safeguards for innovative reactors and develop a research study report on safety, security and safeguards by design for Small and Modular Reactors (SMR).
  • Review submitted papers on safety, security and safeguards interfaces and advise on preparation of the topical sessions related to this subject of the upcoming International Conference on Topical Issues in Nuclear Installation Safety (planned for October 2022).
  • Develop draft proposal for a content of a standard training course on safety, security and safeguards by design for SMR.

 

 

Qualifications and Experience

  • University degree in social sciences, science and technology, or international relations.
  • Minimum of two years of experience, preferably in the nuclear safety field.
  • Good communication and interpersonal skills.
  • Knowledge of the nuclear field, specifically related to safety and security interfaces.
  • Knowledge and skills on the development of IAEA technical publications, specifically related to the nuclear safety and security (publication development process, terminology applied, interconnections between technical publications).
  • Very good command of Microsoft Office.
  • Knowledge on IAEA mechanisms to support capacity building through IAEA Technical cooperation programme, an asset.
  • Fluency in written and spoken English. Knowledge of another official IAEA language (Arabic, Chinese, French, Russian, Spanish) an asset.

 

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 200, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
