OBJECTIVES OF THE PROGRAMME

The Department of Operational Support and Services is comprised of several services, Infrastructure Support Services (ISS), Logistics Support Services (LSS), Contracting and procurement (CPS), Security Services (SEC) and the Global Conference and Training Centre (GCT). The Work of OSS is included under the scope of Category 6, to develop and sustain WHO as a flexible, learning organization, enabling it to carry out its mandate more efficiently and effectively, and Programme Area 6.4 to provide effective and efficient management administration established across the OrganizationTo ensure effective controls are in place and are operational to screentravel requests as per approved delegation of authority, standard operating procedures and eManual, and to ensure that WHO financial rules are followed for establishment of ad-hoc per-diems.

DESCRIPTION OF DUTIES

Under the direct supervision of the Admin Officer and overall guidance of the Head of the GCT centre, the incumbent will perform the following duties: 1. Review Travel Requests (TRs) and provide timely clearances after ensuring that the details and attachments correctly reflect appropriate entitlements and are in accordance with policy as outlined in eManual, Information Notes and other relevant circulars.2. Communicate with travel requestors to seek clarifications and supporting documents related to TRs that deviate from, or are non-compliant with WHO travel policy.3. Respond to queries from HQ staff on travel policy, travel documents, GSM TR process and admissible/non-admissible entitlements.4. Record and maintain rejection log for HQ TRs with details of reasons for rejection, and consolidate into summary reports that identify common errors in travel documents.5. Keep track of TRs under clearance process and generate travel reports from GSM and customise them into standard reporting formats as necessary.6. Perform all other relatedduties as assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Completion ofa secondary or a commercial school or equivalent.
Desirable: Diploma/certificate of specialization in business/finance an advantage. Training in travel related processes. Training in computer application including MS Excel.

Experience

Essential: At least3 years relevant work experience in a business/finance setting.
Desirable: Experience in UN or a similar international organization.

Skills

A good understanding of WHO rules, regulations, policy andprocedures, and ability to interpret WHO eManual provisions related toTravel, standard operation procedures, etc. Skills to operate a computer with ease. Good knowledge of MicrosoftExcel spreadsheets and its application for conversion of data into user-friendly reports.Proven organizational skills; excellent interpersonal and communicationskills both written and verbal. Deal patiently and tactfully with people.Understanding of WHO ERP system (GSM) is an advantage.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at TND 20,586 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
