Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for over 180 States in accordance with their safeguards agreements. The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. Safeguards activities are undertaken within a dynamic and technically complex environment including advanced nuclear fuel cycle facilities and complemented by the political and cultural diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions for the implementation of verification activities around the world; three Technical Divisions (Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services); and three Offices (the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services). 

The Division of Concepts and Planning (SGCP) is responsible for the development and promotion of safeguards concepts and policy; the coordination of research and development activities and Member State Support Programmes; strategic planning; the implementation of the quality management system of the Department; and the provision and development of training.

 

Main Purpose

 

Reporting to the Deputy Director General for Safeguards, the Director of Concepts and Planning has overall responsibility for all aspects of the developmental, technical and administrative work of the Division and for the efficient and effective management of its human and financial resources.

 

Role

 

The Director is\: (1) an adviser to and coordinator for the Deputy Director General on issues such as strategy and policy in Safeguards; (2) a leader, providing general strategic direction and motivating staff in the Division, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience; (3) a manager of the human, financial and material/equipment resources assigned to the Division.

 

Functions / Key Results Expected

 

Lead the Division of Concepts and Planning, providing direction and guidance to staff, and establishing and monitoring standards of excellence in performance, in the Division's programme areas, namely\: (i) leading departmental strategic planning activities; (ii) development of safeguards concepts and approaches; (iii) design and improvement of departmental processes; (iv) coordination of Member States Support Programme activities and (v) training of safeguards staff and personnel from Member States.

Support advisory and policy making bodies including the Director General's Standing Advisory Group on Safeguards Implementation.

As an active member of the Department's senior management team, contribute vision and technical expertise to the formulation of safeguards policies, strategic planning and development of innovative approaches to strengthen the efficiency and effectiveness of the safeguards system, and implement such policies at the Divisional level.

Lead and manage the human and financial resources assigned to the Division in an effective and efficient manner, including the planning and assignment of resources, the implementation of planned activities and assessment of the outcome.

Establish and promote implementation of Departmental policy and strategy at the Divisional level, including knowledge preservation and growth, and quality management.

Promote compliance with the Departmental quality management system in the Division.

Qualifications, Experience and Language skills

 

Master's Degree - Advanced university degree in science, technology, engineering, information analysis, non-proliferation or management (with a focus on nuclear issues being an advantage).

Bachelor's Degree - A first level university Degree in the aforementioned relevant fields with five additional years of experience may be accepted in lieu of the Advanced University Degree.

Non-Degree Program - Qualifications in quality management and project management are an asset.

At least 15 years’ of relevant professional experience in the nuclear field, with a substantial part of that experience being at the senior management level.
Proven track record of excellent leadership and experience in managing staff and financial resources, including the ability to effectively manage / coordinate projects and lead and motivate large multicultural and multidisciplinary teams.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

 

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $102715 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 50947, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
