OBJECTIVES OF THE PROGRAMME

WHO Nepal Country Office, through its WHO-IPD unit supports GoN in formulation, implementation and evaluation of national health policies, strategies and plans as guided by the WHO Country Cooperation Strategy (CCS) 2018-22. WHO Country Office collaborates with GoN and relevant stakeholders to support their efforts for achieving national health goals including control of VPD as envisioned under strategic objective 2 (Effective delivery of priority public health programmes including VPD) of WHO Nepal CCS 2018-22. GoN has achieved significant gains in progress against VPD, like eliminating polio, massive reduction in incidence of measles and Japanese encephalitis, and has introduced several new vaccines in its national immunization programme. GoN has a declared goal of achieving measles and rubella elimination by 2023. Sustaining a sensitive information system for polio, measles and other selected VPD incidence and immunization coverage levels is essential to guide the immunization programme in achieving these goals.This position will provide the data support needed for the programmes related to immunization and VPD surveillance, which will be used for reporting and informing decisions at sub-national, national, regional and global levels. WHO-IPD provides technical assistance to FWD and other divisions in all matters related to vaccine preventable disease goals, including but not limited to polio eradication, measles and neonatal tetanus elimination and control of other vaccine preventable diseases (VPD) like Japanese encephalitis etc. Further, WHO-IPD is also providing support to COVID-19 vaccine roll out in all programmatic aspects including daily data output on coverage, monitoring, etc.. Reliable, rapid and relevant data products form one of the core elements to achieve these programme objectives

DESCRIPTION OF DUTIES

The incumbent of this position (NOC - IPD data cluster lead) will be expected to perform the following functions.

1. Leadership and management: Lead, manage, supervise, and mentor a team of data analysts and consultants to provide the necessary data support to the programmes.

2. Coordination: Coordinate and collaborate with Govt. and non-government counterparts, especially with stakeholders in FWD and HMIS departments, as needed. He/she may also need to coordinate and collaborate with other teams within WHO as well as multiple stakeholders outside WHO and Government like other development partner organizations.

3. Represent WHO IPD in relevant technical and other meetings as needed.

4. Design of data systems: Develop and execute short-, medium- and long-term plans for innovative systems backed by information technology capable of real-time data capture in the field and analysis with data visualization dashboards. This may also include advanced geospatial analysis of surveillance and immunization data to guide problem analysis and eradication/elimination/control responses.

5. Manage and deliver data products with quality assurance for WHO-IPD data systems: Coordinate activities of the data cluster of WHO IPD to produce appropriate data products with analyses and data visualization.

6. Technical reports and donor reports: Establish communication protocols and systems to share WHO-IPD data products with WHO SEAR and HQ, as well as external stakeholders and donors. Help prepare regular and ad-hoc technical reports from WHO-IPD for GoN, and WHO country, regional and HQ levels, and for expert committees, as per need.

7. Support applied research: Support applied research initiatives of WHO-IPD in implementing electronic immunization or surveillance information systems, coverage assessment surveys, with new technologies or practices to track programme performance.

8. Training, capacity building and data dissemination: Support training of WHO IPD personnel, GoN staff and advice regarding building required capacity of data systems in WHO and/or GoN. This would also include producing visually informative data products for dissemination to wider audience.

9. Resource utilization: Ensure utilization of resources allocated from WHO-IPD biennial programme budget according to agreed deliverables and timelines.

10. Others: Perform any other professional duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in statistics, or mathematics, or information technology or in an allied discipline.
Desirable: University degree or certificate courses in broad areas of multiple computer applications, database management, geographic information systems (GIS) or allied disciplines would be considered additional assets.

Experience

Essential: At least five years' experience in database creation, management and analysis of public health data.
Desirable: • Demonstrated experience in database creation, management and creating meaningful data visualization output through interactive dashboards, including skills in programming and GIS analysis.• Familiarity with multiple software programs for database and/or epidemiological analyses such as EPI INFO, STATA, SPSS or equivalent programs would be considered assets.• Experience of working in NGO sector/UN organizations in similar capacity would be an additional asset.• Demonstrated project management and supervisory skills.

Attention to detail and ability to work well under pressure.• Good interpersonal skills,.• Ability to participate actively and cooperatively in knowledge sharing and policy forums at various levels and also to coordinate the GoN agencies, international / bilateral agencies, NGOs / INGOs etc.• Excellent writing skills in English, including ability to write clear and concise analytical reports and project proposals.• Technical Expertise: Demonstrated ability for designing and executing projects, rigorous data analysis and producing visually compelling data output.

REMUNERATION

Remuneration comprises an annual base salary starting at NPR 3,639,139 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
