Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given.Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is Ringgit122,690 yearly.

Introduction

The ILO seeks to recruit a Programme Officer - Research, Monitoring and Learning for an upcoming project on "Combatting Forced Labour and Child Labour in the Production of Goods in Malaysia”.

 

The project, if awarded to the ILO at the end of the bidding process, will be funded by the Bureau of International Labour Affairs (ILAB) of the United States Department of Labour (USDOL). It will have a total budget of USD 5 million and be implemented over a period of approximately 48 months. Project outcomes include: (1) Increased advocacy by workers and civil society to address forced labour and/or child labour in the production of Malaysian palm oil and garments; (2) Increased worker voice in the implementation of a social compliance system aimed at eliminating forced labour and/or child labour in the production of Malaysian palm oil and garments; and (3) Increased access to remedies for workers exploited for forced labour and/or child labour in the production of Malaysian palm oil and garments. 

 

The project falls under the technical responsibility of the Fundamental Principles and Rights at Work (FUNDAMENTALS) Branch of the Governance and Tripartism Department (GOVERNANCE). The FUNDAMENTALS Branch carries out technical cooperation, research and advocacy functions to assist ILO constituents to respect, promote and realize the fundamental principles and rights at work, which are: freedom of association and effective recognition of the right to collective bargaining; elimination of all forms of forced or compulsory labour; effective abolition of child labour; and elimination of discrimination in respect of employment and occupation.

 

Reporting lines:

Under the overall supervision of the ILO Deputy Director for Asia and the Pacific and the direct supervision of the Project Director, the Programme Officer - Research, Monitoring and Learning (RML)   will establish and implement the project monitoring and evaluation (M&E) strategy/system based around a Comprehensive Monitoring and Evaluation Plan (CMEP). The RML Officer will also receive technical guidance as necessary from the Research and Evaluation Unit of Fundamentals, the Senior Specialist on Fundamental Principles and Rights at Work at DWT-Bangkok and other ILO Specialists as necessary. 

Description of Duties

The incumbent will:


1.    Coordinate technically the design, implementation and operationalization of the project's CMEP;
2.    Provide substantial inputs and facilitation of the strategic planning and performance measurement activities of the project;
3.    Support to the design, monitoring, evaluation and reporting of project activities, and assist the project director in the effective co-ordination of the monitoring and evaluation of the project;
4.    Ensure that all implementation, monitoring and reporting requirements are in place under the project and with implementing agencies, and that information provided by implementing agencies is recorded and verifiable;
5.    Prepare initial draft and finalize progress and ad hoc reports on the M&E under the project;
6.    Roll out evaluation methodologies (e. g. qualitative, quantitative, mixed-methods) and data collection and analysis methodologies;
7.    Develop the research and learning components of the project;  
8.    Support the evaluations for the project, including Mid-Term, Final and external evaluations 


More specifically, she/he will

1.    Coordinate the inputs, information and data on planning and monitoring generated under the project;
2.    Drive the operational planning phase for the design and development of the comprehensive Monitoring and Evaluation Plan (CMEP);
3.    Lead the design and implementation of the baseline studies under the project, including surveys, quantitative and qualitative studies;
4.    Review and analyse data collected with the project, implementer partners and project key stakeholders; 
5.    Draft analytical reports with findings, recommendations and lessons learnt covering the scope of CMEP;
6.    Identify relevant outcome based research themes from the CMEP analysis;
7.    Provide technical advice on the design of indicators, baselines, surveys and other data collection activities;
8.    Advise and plan for monitoring and evaluation for specific interventions;
9.    Apply theory of change approaches and methodologies;
10.    Establish and maintain linkages with national and State-level monitoring and evaluation offices as part of strengthening national monitoring and evaluation processes;
11.    Design and implement national capacity building activities on monitoring and evaluation for national partners as part of building and strengthening national monitoring and evaluations systems and processes;
12.    Support external and independent evaluations in line with both ILO and donor requirement, including facilitate and serve as a project liaison for externalIy-managed evaluations; and
13.    Carry out other duties as may be assigned by the Project Manager and the ILO Deputy Director for Asia and the Pacific. 

Required qualifications

Education

University degree in statistics, demographics, public policy, international development, economics, or related field; Specialization or formal training in results-based planning, design, data collection, monitoring and evaluation methodologies and project cycle management is an advantage . An advanced certificate in M&E, statistics, or economics would be an advantage.

Experience

•    Minimum of three (3) years  of professional experience in a senior monitoring and evaluation (M&E) position responsible for implementing M&E activities of an international development project(s). 
•    Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages.   
•    Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/or performance monitoring plans. 
•    Experience with designing and implementing results-based monitoring systems for projects focused on capacity building. 
•    Ability to facilitate and serve as project liaison for externally managed evaluations.

Languages

Excellent command of English and  Bahasa Malaysia. 

Competencies

– Good knowledge of evaluation technical and practices, practical experience of results-based programme and project administration with a focus on monitoring and evaluation.  
- Proficient with Microsoft Office and statistical software packages.
- Ability to interpret project information and to identify and analyze problems with implementation. 
- Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects. 
- Excellent drafting skills.
- Ability to communicate effectively both orally and in writing. Excellent analytical skills.  
- Ability to justify requirements and approaches to problem resolution, and ability to negotiate. 
- Good computer application skills.
- Ability to work on own initiative as well as a member of a team. 
- Ability to deal with people with tact and diplomacy. 
- Ability to work in a multinational environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
