Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

This position is located in the Office of the Managing Director (OMD) of the Directorate of Digitalization, Technology and Agri-Business (DTA) of UNIDO. DTA coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR).

The Global Quality and Standards Programme (GQSP) (SAP ID 170032) aims to strengthen the quality and standards compliance capacity for selected Swiss State Secretariat for Economic Affairs (SECO) priority countries (Colombia, Egypt, Georgia, Ghana, Indonesia, Kyrgyzstan, Peru, South Africa, Tajikistan, Tunisia, Ukraine, and Vietnam) to facilitate market access for SME by working in emblematic sectors per country. The Programme will pursue three outcomes, thus responding to the main compliance challenges identified for developing countries: Outcome 1: Technical competence and sustainability of the National Quality Infrastructure System is enhanced. Institutional strengthening of key institutions and relevant public-private support institutions through capacity building, use of best practices, skills development, and implementation of management systems to ensure quality and international recognition of their services. Outcome 2: SME compliance with international standards and technical regulations is enhanced. Improving of compliance capacity through specialised training, capacity building and preparation for certification, strengthening of cluster networks and quality consortia as well as relevant support institutions. Outcome 3: Awareness for quality is enhanced. Advocacy, up-scaling of knowledge dissemination, advice for informed policy decisions on standards compliance and support for policy development. The main counterparts are National Quality Infrastructure Institutions, Conformity Assessment service providers, Small and Medium-Size Enterprises (SMEs) as well as Trade/sector associations. Other counterparts include Ministries of Industry and Commerce, Ministries of Agriculture and other actors along the sectors. The Programme duration is 5.0 years (including 6 months inception phase) with a budget of CHF 17.35 Mio under funding by SECO, Switzerland. GOVERNING STRUCTURE AND PROGRAMME COORDINATION The Programme is governed by a GQSP Steering Committee (GSQP-SC) comprising UNIDO and SECO which will meet at least twice a year, once in Bern or Vienna and once virtually. The GQSP-SC’s main role will be to provide strategic guidance and monitoring of progress towards established objectives and outcomes set out in the programme. The Programme management and coordination is lead by the Department of Digitalization, Technology and Innovation (DTA/DTI) at UNIDO Headquarters and country level implementation will be conducted by DTI ProjectManagers in close coordination with SECO Project Managers. Country level interventions will be monitored by a country SC consisting of UNIDO, SECO, partners at country level and UNIDO Project Management Unit (PMU) in its function as secretariat. The PMU is lead by a Chief Technical Advisor and comprises technical specialists and support staff. The incumbent will work for the Programme under the direct supervision of the Programme Manager, DTA/OMD, and in close coordination with other Project Managers involved in the implementation of the Programme. The incumbent is posted in Vienna, and will undertake missions as required. The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required. The UNIDO Performance Management System reinforces collaboration within one’s team as well as among cross-functional teams. The incumbent will collaborate with colleagues within as well as outside the Department and as applicable with UNIDO colleagues worldwide, and backup team members as needed. Staff members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions

Under the direct supervision of the Programme Manager, DTA/OMD, and in close coordination with other Project Managers involved in the implementation of the Programme, the Industrial Development Expert will undertake the following functions: 1. Within the framework of the programme, develop and formulate technical cooperation projects/programmes in the area of quality and standards in line with the guidelines and procedures governing the delivery of UNIDO services, and obtains internal approval. 2. Assume responsibility for the provision of projects/programme implementation services ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget. This will entail the preparation of the necessary inputs (consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.), monitoring progress in implementation, including missions to the project site, as well as taking part in oversight meetings in the field and at headquarters, and assisting the Evaluation Group in its evaluations of projects/programmes. 3. Assist, at Headquarters level, in coordination and implementation of the trade-related technical cooperation programme and its different country projects to achieve smooth operations and coherence in the execution and delivery of the programme (incl. by using SAP). Contribute to the drafting of bi-annual and annual implementation and financial reports for the programme according to donor specifications and UNIDO requirements. Assist in donor coordination activities to achieve synergies with other technical assistance projects. 4. Contribute to the conceptualization and development of an online knowledge sharing platform in order to create and share knowledge, raise awareness and promote quality culture at the individual, organizational and country level, by identifying possible tools/material to present technical content in an easily understandable way. Assist in the preparation of frontend, maintain backend and monitor and coordinate data entry process. 5. Assists in the preparation of global forum activities (conferences, seminars, expert group meetings, etc.) and in their running. Prepares technical papers or other inputs for external seminars, conferences, expert group meetings, etc. Prepares technical publications and other information dissemination aids and tools. Keeps abreast of technical and economic developments in the areas of the programme’s mandate through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends. 6. Contribute to the preparation of promotional material in order to create awareness, visibility, and publicize project results; prepare/compile background materials or data from different sources (Internet, Intranet or other publications) as required for missions, meetings and preparation of reports of the Programme. 7. Support the UNIDO Programme Manager in his day-to-day operational work and in the administration and financial monitoring (incl. the development and monitoring of appropriate indicators) of the Programme and its activities in line with quality management principles.

Minimum Requirements

Education

Advanced university degree in engineering, economics, business administration, or equivalent.

Languages

Fluency in English required. Knowledge of other official language(s) of the United Nations would an asset.

Computer Skills

Field of Expertise

A minimum of five (5) years of professional and technical experience in a relevant area. Experience in the provision of technical assistance, ideally trade-related required. Training in quality management system audits would be an asset. Working experience with SAP applications for project management would be a distinct advantage. Working experience in socio-economic analysis, indicator development and impact monitoring would be an asset. UNIDO eligible professional level applicants are required to have served at least one year in their current post. UNIDO General Service applicants are required to be at least at the GS-5 level; to have served in their current position for at least two years; and to have served in UNIDO for at least five years.
