Georgia is exposed to various climate-induced hazards including floods and flash floods, climate-induced geological hazards (including landslides, mudflow, debris flows), droughts, soil erosion, severe winds, hailstorms and avalanches, predominately due to the diverse and complex terrain of the Caucasus mountains, its significant influence and the influence of the Black Sea and Caspian Sea on the climate and weather of the region. Furthermore, according to Georgia’s 2nd and the 3rd National Communications, the frequency, intensity and geographical spread of extreme hydro meteorological hazards will increase under climate change and may result in significant impacts on key sectors including agriculture, critical infrastructure (transportation networks, buildings, roads, water supply, energy installations), natural resources and eco-systems, glaciers and forests.

The program will achieve transformative change in disaster risk reduction and risk management in Georgia through provision of critical climate risk information that would enable the Government of Georgia to implement number of nation-wide transformative policies and actions for reducing exposure and vulnerability of the population to climate-induced hazards. To this end, the project will rehabilitate the national hydrometric network to systematically collect data on climate-induced hazards. The project will undertake relevant technical studies to model and map the seven main climate induced natural hazards for Georgia to provide a single source of definitive hazard mapping of the appropriate technical specification and level of detail for all uses, building upon modern modelling methods and software.
 
The GCF-funded project will address the lack of gender-sensitive socio-economic data and relevant capacities for risk, damages, losses, exposure and vulnerability assessments by developing and harmonising methodologies and technologies for the systematic collection of socioeconomic information required to assess climate induced hazard damages, losses, exposure and vulnerability, and will create GIS based model for socio-economic vulnerability assessment which will be applied in 11 river basins of Georgia.
 
To this end, the MHEWS project is looking for the services of a Vulnerability Assessment Specialist to assist with the hazard damages, losses, exposure and socio-economic vulnerability assessment and creation of the related GIS model to be applied in 11 river basins of Georgia.
 
The aim of assignment is to provide input to and assist MHEWS project in coordinating socio-economic vulnerability assessment and related works and serve as main technical focal point for this activity.
 
More specifically, consultant is expected to:
1. Assist the GCF Project Coordinator to coordinate team of experts/contractors working on socio-economic vulnerability assessment and act as a key technical focal point for this activity;
2. Work closely with and provide support to the international consultant in socio-economic vulnerability assessment to manage data collection locally from various stakeholders and from different sources;
3. Organize and conduct meetings with data owners to collect secondary data from various stakeholders;
4. Assist Project’s international experts in processing secondary data to transform them in GIS adaptable formats;
5. Provide support and inputs needed to finalize methodologies through providing requested information, analysis and review of background materials (including relevant laws, regulations, etc.), to international experts;
6. Liaise with national partners to agree on methodologies on socio-economic vulnerability assessment.

 

Duties and Responsibilities

National Vulnerability Assessment Specialist is expected to work closely with the international Environmental Economics Expert, the Systems and Technology Expert and GIS experts/contractors while supporting implementation of socio-economic vulnerability assessment assignment.

The incumbent will be responsible for:
1. Familiarization with the socio-economic vulnerability assessment methodology, developed by project’s International Environmental Economist.
 
2. Provide research support to the project team /International Environmental Economist/other key experts, through:
  • Collecting and organizing secondary data from various stakeholders for each receptor of socio-economic vulnerability model;
  • Assisting project’s International Environmental Economist to process and transform data for development of the socio- economic risk assessment and risk prioritization model;
  • Conducting background research and/or supporting studies on various aspects of socio-economics for the project;
  • Compiling research materials in a systematic way and preparing background briefs/briefing notes as/ when required by the Project;
  • Collecting and analysing socio-economic and environmental data, or other relevant information, and synthesize information;
  • Generating quantitative data charts/tables/graphs, and consolidating and updating reference list to papers/reports when required.
3. In close collaboration with GCF Project Coordinator manage, coordinate and oversee the socio-economic vulnerability assessment, through:
  • Coordination and organization of regular meetings between international experts, national partners, other stakeholders, etc., including Technical Advisory Working Group (TAWG) meetings;
  • Organizing and conducting bilateral meetings with various stakeholders to assess data availability and obtain relevant data;
  • Managing and overseeing the process of field work for ground truthing;
  • Undertaking review of deliverables developed by international experts for technical compliance with TORs;
  • Preparing inputs for progress reports, meeting minutes, conference/seminar/workshop reports and maintain documentation and records.
4. Any other duties assigned by the National Project Coordinator that have direct relevance to the project.
 
The incumbent will work under the direct supervision of the GCF Project Coordinator and E&E portfolio team leader (Organigram attached).

Required Skills and Experience

Min. Academic Education 

Master’s degree in Sociology, Development Studies, Statistics, Economics or related field.

Relevant Work experience

  • 3 years of experience in conducting research, analysis and generating reports;
  • Experience in working in a team of experts and coordination would be an asset;
  • Expertise in designing surveys and analyzing data using quantitative and qualitative tools;
  • ICT skills, especially in using database software;
  • Demonstrated experience in working with various types of data.
