Background Information - Afghanistan

Afghanistan

With more than 20 years of experience in the country, UNOPS Afghanistan focuses on providing maximum support to the Government and people of Afghanistan through delivery of projects and services in line with the government’s national priorities. The UNOPS Afghanistan Country Office (AFCO) serves as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS AFCO is implementing a number of projects in a range of sectors including infrastructure (roads, bridges, justice and security, health, and water supply) development, procurement services, HR services, capacity building, and humanitarian protection, amongst others, on behalf of the Government of Afghanistan, the international donor community, and other UN agencies.
The functional objective of UNOPS AFCO is to contribute to the achievement of the development outcomes sought by the Government of Afghanistan. The aim of UNOPS AFCO is to provide efficient and cost-effective implementation services on behalf of all our partners to support the reconstruction and development of the country. Background Information - Job-specific

The Mechanical Engineer will report to the Senior Civil Engineer as her/his primary supervisor. Working as part of the AFCO Design Management Unit (DMU), the Mechanical Engineer will provide mechanical engineering support to the AFCO projects – in close coordination with the engineering team - by contributing to ensure the HVAC, water supply facilities mechanical systems are designed and constructed in accordance with local and international policies, guidelines, standards and specifications applicable, for the new water supply facilities to be constructed under the project.  

The Mechanical Engineer will carry out mechanical designs and support the supervision of  the construction works in accordance with industry acceptable and applicable energy efficiency principles, policies and standards.  Specific responsibilities and duties include, but are not limited to:

Reporting directly to the Senior Civil Engineer, the mechanical Engineer is expected to perform the following duties and responsibilities:

Functional competencies

SITE VISIT SUPPORT

  • Carry out inspections of the water supply facilities to be constructed, assess the current situation with the mechanical systems, and design suitable upgrades/replacement of existing mechanical systems to meet the local and international standards and specifications applicable, and in consultation with all stakeholders.

  • Prepare and/or review detailed mechanical engineering design documentation including drawings, specifications and scope of work reports to be included in water supply facilities construction tender documents.

DESIGN and CONSTRUCTION SUPPORT

  • Determine, review and establish the local and international policies, standards and specifications required for mechanical engineering work related to building construction and refurbishment for the projects in Afghanistan.

  • Prepare quality control and quality assurance documentation related to mechanical engineering work for new water supply facilities.

  • Assist the engineering team in the preparation of bidding documents for the new water supply facilities.

  • Supervise on-site works carried out by contractors closely on a day to day basis to ensure quality of the works is monitored and controlled as per specification requirements.

  • Prepare and submit professional progress reports to the Sr. Design Engineer at intervals agreed upon.

  • Ensure safety and health of everyone involved in the project and general public by identifying risks and threats, planning, implementing and maintaining internationally acceptable safety standards in all aspects, at all stages of the project.

  • Ensure all design and construction of water supply facilities mechanical works is carried out in accordance with and in compliance with industry standards and international best practice energy efficiency principles, standards, guidelines and specification.

  • Assist the Sr. Design Engineer in the preparation of various project reports where necessary.

  • Provide advice to all stakeholders including contractors, AFCO projects staff, clients and donor agencies on Mechanical engineering related water supply facilities works where required.

  • Preparing Mechanical drawing package including (HVAC plan and details, plumbing plan and details and fire protection system including as built drawings for multi propose buildings.

  • Designing HVAC (Heating ventilation and air conditioning) of facilities, and buildings according IMC (international Mechanical code) and

  • Designing fire protection system of multi propose buildings according to IFC (international fire code) and NFPA (National fire protection Association) standards.

  • Preparing Mechanical SOW (scope of work) with technical specification including HVAC, plumbing and fire protection systems.

  • Create and review technical drawings, plans, and specifications using computer software and prepare design packages in line with UNOPS design planning manual and design reviewers instructions.

  • Coordinate the review process while required, with design reviewers and incorporate their comments if any.

  • Perform detailed documentation to track project development and design process

  • Ensure project timeline is met and project stays within budget

  • Support the AFCO projects teams in the evaluation and endorsement of objectives and goals of contractor plans, including staffing and budgeting, milestone descriptions, risk management strategies, detailed schedules and scope descriptions, and work breakdown structures

  •  Check to assure all materials and /equipment have been tested, submitted and approved. 

  • Review all submittals to insure compliance with the plans and specification

  •  Inspect all material delivered, at the time of receipt, to ensure compliance with submittals, and specifications.

  • Resolve technical problems at site and the certification of construction work at site.

  • Recommend design changes, cost reductions, warranty improvements, and manufacturing issues.

  • Perform other duties as may be assigned.

Education/Experience/Language requirements

a. Education

  • Bachelor of Science degree in mechanical Engineering, Physics, or related field is required. Professional Certificate in a relevant field and/or a Master’s Degree will be an advantage;

b. Work Experience

  • Minimum 4 years of progressively responsible experience in design of mechanical systems (HVAC, fire protection systems, pumping, etc..) according to local and international standards is required.

  • Demonstrated experience in mechanical design on civil buildings as well as in government and military facilities.

  • Quality control, and experience in different classes of mechanical design, under different conditions of construction procedures are required.

  • Knowledge of procurement practices an advantage

  • Experience in applying and overseeing workplace health and safety requirements.

  • Proficient in MS Project or similar.

  • Proficiency in usage of computers, office software packages and advance design management software;

  • Experience in project control software, such as MS Project, and AutoCAD will be an advantage;

  • Experience in risk management for infrastructure projects will be an advantage.

  • Knowledge of UN/UNOPS rules and regulations is highly advantageous.

c. Language 

  • Excellent knowledge of both written and oral English is required;
