In the last several years, Kyrgyzstan has introduced several significant initiatives to move the country forward into the digital age.  The National Development Strategy of the Kyrgyz Republic 2018-2040, the Programme of the Government of the Kyrgyz Republic “Unity. Trust. Creation” 2018-2022 and the National Digital Transformation Programme “Digital Kyrgyzstan-2019-2023”, all emphasized the need for digital revolution and the use of digital tools to support the modernization of the economy.  A series of initiatives and partnerships including with UNDP and IFIs, had been launched in support of these modernization programmes, including Taza Koom, and most recently Tunduk, which aims to launch Kyrgyzstan further into the digital world.

As the government further moves forward in its policies and initiatives to move the country into the digital age, it is important to ensure a coherent, integrated and well-coordinated approach to digital transformation, to ensure not only efficiencies in digital investments, but more importantly to enhance the sustainability of these initiatives at all levels. UNDP is already supporting some of these initiatives, such as enhancement of citizens digital skills, and plans to provide support in other areas of digital transformation processes.

Under the guidance and supervision of the Team Leader of the Sustainable and Inclusive Economic Growth Programme, the Digital Project Coordinator will provide a high-quality service to the programme to ensure timely and efficient coordination and monitoring over implementation of digital activities. The Digital Project Coordinator promotes a client, quality and results-oriented approach.

Research on key trends and approaches relevant to the digital transformation for various sectors, building internal capacities overall, providing support to communication, partnerships and resource mobilization efforts, manage the implementation of the current digital projects related to digital skills and entrepreneurship.

Duties and Responsibilities

Under the guidance and supervision of the Team Leader of the Sustainable and Inclusive Economic Growth Programme, the Digital Project Coordinator will provide a high-quality service to the programme to ensure timely and efficient coordination and monitoring over implementation of digital activities. The Digital Project Coordinator promotes a client, quality and results-oriented approach.

  • Take responsibility for the implementation of project/programme activities under Sustainable and Inclusive Economic Growth Programme Output/ “Digital skills and opportunities for youth employment towards digital economy in the Kyrgyz Republic” project;
  • Take responsibility for the implementation of UNDP initiatives related to digitalization;
  • Prepare annual work plans and project progress reports’;
  • Assist the Team Leader of the Sustainable and Inclusive Economic Growth Programme in operational management of UNDP Programme and in compliance with the UNDP Rules and Regulations;
  • Provide support to the Team Leader of the Sustainable and Inclusive Economic Growth Programme in formulation, implementation and evaluation activities on the substantive side of the respective area;
  • Support the Team Leader of the Sustainable and Inclusive Economic Growth Programme in timely preparing and compilation of the programme/project Annual/Quarterly Work plans, Progress and Final Reports, Budget Forecasts at the level of the project and programme;
  • Ensuring the delivery of the assigned project resources against approved budgets;
  • Ensure aligning the project/programme activities with the UNDP mandate and corporate priorities, National strategies/programme and contribution to the capacity development of the national counterpart institutions;
  • Liaise with key stakeholders and other partners to ensure proper coordination and partnership within the framework of activities implementation;
  • Liaise with the other UNDP Programmes and the Project Board to assure the overall direction and integrity of the project;
  • Ensure fulfillment of standard procedures, including the ones on procurement, contracting of services and formalizing partnerships, in accordance with UNDP Rules and Regulations;
  • Regularly assess performance of specialists working under his / her supervision (if applicable);
  • Ensure proper documentation and codification (knowledge management) of project/programme methodologies and experiences for wide dissemination and institutional memory;
  • Undertake regular field visits (if necessary);
  • Monitor regularly and ensure timely and adequate implementation of the component action plans, undertake necessary preparatory actions for the planned activities, and liaise with relevant parties, if needed;
  • Handle correspondence and keep the filing system related to the project and to general programme matters;
  • Arrange project events including meetings, trainings and other activities related to project implementation;
  • Work towards achievement of goals set up in UNDP strategic documents (Corporate strategy, UNDAF, CPD etc.) and relevant national legislation;
  • Under the Country Office lead, contribute the development of the gender mainstreaming strategy and ensure mainstreaming of gender into all programme activities;
  • Work with the Team Leader of the Sustainable and Inclusive Economic Growth Programme as well as in close collaboration with the other Projects Coordinators of the Sustainable and Inclusive Economic Growth Programme on the substantive aspects of the project/programme;
  • Perform other duties that may be required by the Team Leader of the Sustainable and Inclusive Economic Growth Programme for effective implementation of the project/programme.

Required Skills and Experience

Minimum Academic Education

  • Master’s degree or equivalent in Economics, Business/Public Administration, ICT or other relevant field;
  • Trainings in digital economy, e-governance, or other related field will be a strong asset;
  • Gender certification is an asset.

Min. years of relevant Work experience

  • At least 2 years of relevant experience in managing/ coordinating projects and hands-on experience in design, monitoring and evaluation of development projects in the field of economic development, IT, digitalization, youth entrepreneurship, business environment or other relevant area, and/ or working in a relevant position.

Required  skills and competencies

  • Experience of work with the international organizations, high-level government officials representing central governmental bodies and local administrations;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
  • Strong communication and presentation skills.
