ORGANIZATIONAL CONTEXT

WFP’s mission is to help the world achieve Zero Hunger by 2030 as per the Sustainable Development Goal (SDG) 2. It works to ensure that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. 

The Myanmar CSP 2018-2022 approved by the WFP Executive Board in November 2017 and it aims to contribute to three Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of eight Activities are planned to be implemented to achieve the contributions to the three Strategic Outcomes.


Under the Integrated Road Map (IRM) WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes, but also linking the resources used for implementing the activities to the results achieved.
The three strategic outcomes are:
SO 1: “Crisis-affected people in food insecure areas meet their food and nutrition needs all year round.” Lifesaving food and/or cash will be provided to women, men, girls and boys affected by natural disasters, armed conflict, and inter-communal violence.
SO 2: “Vulnerable people in states and regions with high food insecurity and/or malnutrition have access to food all year round.” WFP will provide food/cash assistance to vulnerable populations, while providing technical assistance to support the government in strengthening its social protection programmes, food systems and emergency preparedness capacity.
SO 3: “Children under 5 in Myanmar have improved nutrition in line with national targets by 2022.” WFP will contribute to increasing the availability and access to safe and nutritious food for vulnerable and affected populations in crisis and non-crisis situations to enhance their nutrition and resilience. WFP will also support the government in implementing national nutrition actions, including SBCC, preventive nutrition specific and sensitive interventions, and scale-up of management of acute malnutrition.

JOB PURPOSE

This job is located in WFP Myanmar office in Naypyitaw.

Atthislevel,jobholdersareexpectedtodemonstrateresponsibilityandinitiative to respond independently to various queries with only general guidance.Thereis a requirement to use judgment in dealing with unforeseenoperational problems on a daily basis. Job holders are expected to manage resourcesand coach and coordinate supportstaff.

The purpose of this job is to provide effective specialized support and technical analyses to policyand programme activities that effectively meet food assistanceneeds.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Progamme Officer (M&E) and overall supervision by the Head of Research, Assessment and Monitoring (RAM) in Nay Pyi Taw, the incumbent will perform the following duties:

  • Analyze monitoring reports of food quantities and receipts and verify with Logistics data. 
  • Analyze on a monthly basis, overall number and status of persons receiving food and non-food assistance.
  • Assist in managing data entry in COMET system (Country Office Tool for Managing programme operations Effectively), WFP’s corporate Programme database.
  • Provide technical support in managing daily updates of beneficiary figures for emergency responses/operation scale-up.
  • Liaise with field offices and OIM to manage beneficiary figures and validate data.
  • Conduct rigorous data quality checks on data collected and liaise with other units to resolve any issues or obtain additional information required.
  • Support monthly reporting of beneficiary figures to the Regional Bureau. 
  • Coordinate and communicate with local partners and other agencies as required.
  • Provide technical support to updating distribution plans and monitoring status reports of sub-offices.
  • Prepare monitoring reports as required (periodic reports, statistical information and tables).
  • Identify potential problems and act as a point of contact for resolution of a range of operational queries. 
  • Act as a focal point to manage track process monitoring coverage; liaise with field offices regularly to ensure monthly monitoring plans are updated and followed up to ensure adequate field monitoring coverage of WFP project site.
  • Train WFP CO/sub-office staff, food monitors and enumerators on the use of the different standard M&E formats and how to insert the data into the databases to ensure data quality.
  • Provide technical support and guidance to WFP and partners’ staff as required.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree, or equivalent experience, in one or more of the following disciplines: Social Sciences, International Affairs, Business Administration, Development Studies, or, a field relevant to International Development or Humanitarian Assistance.

Language: Fluency in both oral and written in English and Myanmar.

DESIRED EXPERIENCE FOR ENTRY INTO THE ROLE: At least five years of progressively responsible experience, of which at least one year was closely related to M&E. At least one year at the G5 level or equivalent. Familiarity with relief and development work with strong analytical/Excel skills. Training and/or experience utilizing computers including word processing, spreadsheet and others standard WFP software packages and systems.

Critical Success Factors: Sound judgment, critical reflection skills, resourcefulness, and, initiative. Ability to extract, format and analyse data, and to resolve operational problems. Ability to communicate clearly both orally and in writing. Ability to work with minimum of supervision; to supervise and train support staff; and be willing to travel and to work effectively with people of different national and cultural backgrounds.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Good working knowledge of Microsoft Office especially Excel. Experience using statistical analytical software (such as SPSS, STATA, SAS, etc) and WFP’s Information System (WINGS) or SAP an advantage.
