Background Information - Job-specific

The ongoing conflict in Yemen has caused significant disruptions to the supply chain and to the overall availability of services. In light of the reduced or even absent provision of public services, communities have adopted various coping strategies, including using alternate water and energy sources, relying on alternate service providers and community-based service delivery initiatives to address the shortfall.

Physical damage to infrastructure and the lack of functionality in one sector often spills over into other sectors with significant consequences on both the access to, and quality of services, that are often interrelated. For example, in some cities, the lack of functionality in the water sector is tied most directly to the lack of electricity rather than to physical damage to water infrastructure. As a result, wastewater continues to overflow into streets, which in turn has significant implications for the health and transport sectors. Similarly, the absence of electricity across many cities in Yemen is not solely tied to infrastructure damage of energy facilities but rather to the lack of fuel, amongst others due to severe transport limitations and access constraints. These cross-sectoral linkages demonstrate the need for an integrated, multi-sectoral approach that provides synergies and responds to the multi-faceted needs on the ground.

UNOPS  is undertaking a multi-sectoral engagement aimed at restoring urban services mainly in energy, urban roads, WASH and municipal services in targeted cities in Yemen using an integrated approach.

Under the direct supervision of the Procurement Specialist, the Procurement Officer will be  responsible for the effective delivery of procurement services reflecting best practices in international public procurement, compliance with UNOPS procurement rules and regulations, appropriate risk management and obtaining the best value for money.  He/she analyzes and interprets the respective rules and regulations and provides solutions to a wide range of issues related to procurement.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

1. Implements key aspects of operational procurement strategies focusing on achievement of the following results:

  • Full compliance of procurement activities with UNOPS rules, regulations, policies and strategies; implementation of the effective internal control, Standard Operating Procedures (SOPS),  proper design and functioning of a client-oriented procurement management system.
  • Coordinate Implementation of, or support to, the different steps of the procurement processes, including Pre-Purchasing: Strategy and Planning; Requirements Definition; Sourcing; Purchasing: Solicitation; Management of Submissions; Evaluation; Review and Award; Post Purchasing: Contract finalization and issuance; Logistics; and Contract Management.
  • Ensure effective use of internal Standard Operating Procedures in Procurement, control of workflows, continuous business processes monitoring and elaboration of improvements in systems and processes with implementing partners

2. Provides technical support and guidance to procurement processes of the Business Unit, focusing on achievement of the following results:

  • Ensure timely preparation of procurement plans for projects and monitor their implementation; Implement proper monitoring and update of the activities in the Procurement plan; provide duly updated monthly and quarterly reports on the Procurement plans.
  • Guidelines followed on embedding sustainability along the procurement process.
  • Organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS rules and regulation.
  • Preparation of submissions to the Contract and Property Committees (CPCs).
  • Monitoring of contractor performance and certification of completed work for compliance with contractual terms and payment.
  • Advice, remedial actions, or solutions to Project Managers on procurement issues.
  • Drafting of Long Term Agreements (LTAs) and/or service contracts and other instruments, when necessary, either through standard or emergency procurement procedures.

3.  Implementation  of sourcing strategy and e-procurement tools focusing on achievement of the following results:

  • Build on the roster of suppliers and management of the roster.
  • Coordinate prequalification of suppliers
  • Support in Market surveys in line with the UNOPS requirements
  • Utilization of-sourcing module and ERP system  in accordance with UNOPS Procurement Group’s goals and standards in this area.
4. Team Management
  • Facilitate the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.
  • Provide oversight, ensuring compliance by team members with existing policies and best practices

5. Knowledge Building and Knowledge Sharing

  • Organize, facilitate and/or deliver training and learning initiatives to personnel on Procurement-related topics.
  • Contribute to Procurement knowledge networks and communities of practice by providing collaborative synthesis of lessons learnt and dissemination of best practices in human resources management.
  • Collect feedback, ideas, and internal knowledge about processes and best practices and utilize productively.

The key results directly affect the overall efficiency of the relevant business unit/s and project activities in procurement management, impacting the timely availability of effective goods and services for UNOPS’ programmes.  Timely, market-aware, and accountable delivery of goods and services, contribute to office performance, efficiency and client satisfaction, which promote the image and credibility of the team and office as an effective service provider in project services and management.  This enhances UNOPS’ competitive position as a partner of choice in sustainable development and project services in the country/region served

Education/Experience/Language requirements

Education:
  • A first-level university degree in Procurement, Supply Chain Management, Business Administration, Public Administration, Economics or related field with 2 years of qualifying experience 
  • Procurement Certification equal to CIPS Level 3 will be an added advantage                   
  • Knowledge of and experience in using UN Rules and Regulations and UN Procurement procedures is a distinct advantag
Expereince
  • Minimum three (2) years of relevant work experience at national or international level is required.  With at least one (1) year experience in managing procurement or supply chain funded by multilateral donors, international financial institutions or UN bodies.  
  • Relevant experience is defined as experience in managing Procurement or Supply Chain Management is required
  • Experience in working with a range of stakeholders in developing countries is desired.
  • Experience in the usage of computers and office software packages (MS Office/ G Suite/Google Docs/Sheet and/or newer versions) and advanced knowledge of automated procurement systems, experience in handling web based management systems is required.
Languages:

Fluency in English and Arabic leagues is required.
