Background

UNDP Sri Lanka has a portfolio of projects that focus on energy, climate adaptation and disaster risk reduction. UNDP Sri Lanka is assisting the Government to work towards a sustainable Sri Lanka building up institutional, legal and individual capacities to respond to adapt to and mitigate the effects of climate change and natural and man-made disasters, by strengthening the resilience of vulnerable communities and sustainable energy management. Against this backdrop, Government of Sri Lanka, with the assistance of UNDP, is aiming to secure funding from Global Environment Facility (GEF) and Green Climate Fund (GCF) for the below Two proposed projects respectively; 

1. Integrated Management on Healthcare Waste and the application of mercury-free alternatives in medical facilities. The objective of the Project is to strengthen the management of POPs, UPOPs and Mercury in Sri Lanka with a special focus on healthcare sector.

2. Provision of Effective Climate Services; Adapting Critical Rural Services to Build Resilience to Seasonal Weather Changes and Long-term Climate Variability in Sri Lanka. The objective of the project is to facilitate a greater preparedness for climate-related extreme weather conditions and events and reduce the loss of lives and social assets, reduce losses and damages in critical climate-sensitive rural production and service sectors of communities vulnerable to climate change impacts in the Dry and Intermediate zones in Sri Lanka.Against this backdrop, UNDP seeks to recruit a Proposal Development Expert , who will be responsible for reviewingthe Feasibility Studies and developing the Project Proposal to submit to the respective funding agencies from Sri Lanka. The Proposal Development Expert will work under the direct supervision of the Team Lead cum Policy Specialiast, Climate and Environment Team, and in close consultation and coordination with Programme Coordinator (Waste and Energy), Technical Spcialist (Disaster Risk Reduction) , and other relevant UN Colleagues

Duties and Responsibilities

a) Thoroughly study the government priorities and GEF VII strategies in developing the project identification format (PIF) and the supporting documents.

b) The consultant should liaise with relevant national stakeholders in developing the PIF including the UNDP BRH experts

c) Organize discussions with key stakeholders and experts in the relevant sectors to ensure that the proposed activities will be adding value to the existing or planned initiatives and relevant to the country context.

d) Develop the draft PIF for GEF VII on the HCW and Chemical Waste.

e) Technically guide the GCF Early Warning Project feasilibility study and ensure the study covers the required scope to facilitate the concept note development

f) Facilitating the stakeholder consultations and discussions for the Early Warning proposal development process

g) Draft the Early Warning Project concept note based on the findings of the feasibility study and stakeholders consultations

h) Review the documents prepared by the Early Warning assessment study team and provide comments to improve and finallise the relevant documents Stakeholder Engagement Plan, Gender Action Plan, Technical Report and Social and Environment Safeguard Plan) and, address the comments by BRH

Competencies

  • Maturity and confidence in dealing with senior members of national and private sector institutions,
  • Displays cultural, gender, religion, race, nationality and age 
  • sensitivity and adaptability. 
  • Excellent written communication skills, with analytic capacity and ability to synthesize relevant collected data and findings for the preparation of quality analysis for the development of the report.
  • Excellent coordination skills and result oriented collaboration with 
  • personnel with different subject expertise.
  • Excellent communication (both oral and written) and partnership building skills with multi-dimension partners

Required Skills and Experience

  • Masters’ Degree in Environmental Sciences or related field
  • Minimum of 7 years of work experience on planning & proposal development in environmental field
  • Demonstrated experience in proposal development in the areas of environment management and chemical waste management.
  • Strong understanding in the objectives and formats of the donor agencies. ? Strong understanding about global and national climate change, biodiversity and environmental issues.
