Organisational Context

The Immediate Office of the Prosecutor (IOP) provides assistance and advice to the Prosecutor in the day-to-day fulfilment of his functions in toto and in the overall management and quality control of the Office’s work. IOP processes, prepares and reviews for the Prosecutor’s final approval all correspondence, speeches, reports, specific category of Office filings and other documents; facilitates senior management meetings and related records and archiving; manages inter-organ matters and Court-wide initiatives on behalf of the Prosecutor; facilitates the Office’s participation in inter-organ activities; and liaises with all components of the Office to ensure a consistency of standards and approach in line with the Prosecutor’s vision.

 

Duties and Responsibilities

The incumbent will serve in the Immediate Office of the Office of the Prosecutor (OTP), reporting directly to the Prosecutor, and is responsible for the following:

  • Provide legal and policy advice on diverse and complex questions as requested; assist in the implementation of legal, policy and strategic matters in the OTP;
  • Assist the Prosecutor in the preparation, review and oversight of a large category of documents vetted by the Immediate Office including draft correspondence, speeches, reports, policies, press statements, press releases, inter alia;
  • Conduct independent legal research and analysis on a wide range of issues, and draft correspondence, speeches and presentations for the Prosecutor, as well as other documents, as requested;
  • Participate in meetings at the Court and at external events with government officials, representatives of international organisations or diplomats; take detailed minutes during meetings;
  • Assist in identifying and developing new proposals for policies, projects and processes for implementation within the OTP, in particular in the area of strategic planning and managerial oversight. Coordinate and ensure implementation of such initiatives across the Office;
  • Assist in the organisation of the Office’s senior management meetings, taking of detailed minutes and processing and timely notification of its decisions; and
  • Perform any other duties required.

 

Essential Qualifications

Education:

An advanced university degree in law with specialisation in public international law or criminal law. A first level university degree in combination with two additional years of progressively relevant experience is accepted in lieu of advanced university degree.

 

Experience:

Minimum of five years of progressively responsible professional experience (seven years with a first-level university degree) in a legal/judicial environment, preferably at international organisations directly advising senior officials.

 

Knowledge, skills and abilities:

  • Good knowledge of the substantive and procedural provisions of the Rome Statute and the ICC Rules of Procedure and Evidence, the Elements of Crimes, the Regulations of the Court, and other legal instruments of the Court, including Staff Rules and Regulations;
  • Good conceptual and analytical skills; ability to conduct independent analysis, carry out negotiations and formulate recommendations;
  • Ability to integrate legal knowledge with broader strategic, policy and operational objectives; excellent communication, diplomatic and drafting skills;
  • Ability to work in a challenging, and multi-cultural environment; Strong organisational skills;
  • Highest professional ethics & integrity;
  • Excellent interpersonal skills and penchant for team work; Handling uncertain situations, and realizing objectives of the IOP.

 

Knowledge of languages:

Proficiency in both of the working languages of the Court, English and French, is required. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
