Background

Under the guidance of the DRR/O and supervision of the HR/Administration Analyst, the HR Associate ensures execution of transparent and efficient HR services in CO focusing on staff development. The HR Associate promotes a collaborative, client-oriented approach and supports to the maintenance of high staff morale.
  
The HR Associate can supervise clerical and support staff of the HR Unit. The HR Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs staff for resolving complex HR-related issues and information exchange.
 

Duties and Responsibilities

  • Administration and implementation of HR strategies and policies;
  • Provision of HR services;
  • Facilitation of knowledge building and knowledge sharing.
Duties and Responsibilities:
 
1.Ensures administration and implementation of HR strategies and policies, focusing on achievement of the following results:
  • Full compliance of records and reports with UN rules, regulations, UNDP policies, procedures and strategies; effective implementation of the internal control framework;
  • CO HR business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management in consultation with the direct supervisor and office management, control of workloads of the supervised staff;
  • Provision of information to the management and staff on strategies, rules and regulations.
2.Provides HR services focusing on achievement of the following results:
  • Application of UN/UNDP global policy on Gender mainstreaming in recruitment processes;
  • Responsible for MIP claims to GMC and follow up actions;
  • Assists the audits in providing the required document and personnel files, including files of staff members of UN Agencies administered by UNDP;
  • Timely preparation of the Global payroll and follow up with Finance Unit for payment;
  • Preparation of the Service Contracts and recurring Post in Atlas;
  • Timely preparation of Pos in relation to SC or SSA holders;
  • Validation of cost-recovery charges in Atlas for HR services provided by UNDP to other Agencies.
3. Ensures proper staff development and learning management focusing on achievement of the following results:
  • Implementation of strategic staffing policies in line with career development;
  • Facilitation of the RCA and CRG processes (Provision of background information, agenda);
  • Compilation of the RCA information regarding development needs to convert the information into a comprehensive training/learning requirement document;
  • Act as the secretary of the Learning Committee;
  • With the support of the Learning Manager keeps abreast of the new developments/policies regarding staff learning/training;
  • Preparation of the Whole Office Learning plan and individual learning plans in consultation with the Senior Management, HR Analyst, Learning Committee and Learning Manager;
  • Estimation of the training costs;
  • Search for resources for self learning and for formal training;
  • Development and maintenance of data base compiling information on training resources/institutes/universities;
  • Provision of effective counseling to staff on career advancement, development needs, learning possibilities;
  • Liaison with other UN Agencies on training opportunities;
  • Follow-up with the supervisors and the staff on the implementation of personal plans;
  • Establishment and maintenance of the proper performance management and staff development systems;
  • Implementation of Universal Access strategy ensuring access to role appropriate learning activities.
4.Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
  • Organization of trainings for the operations/ projects staff on HR issues.
  • Synthesis of lessons learnt and best practices in HR.
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:
  • Secondary Education with specialized certification in HR. University Degree in HR, Business or Public Administration would be desirable, but it is not a requirement.
Experience:
  • 6 years of progressively responsible HR experience is required. 
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web based management systems.
Language Requirements:
  • Fluency in English and national language of the duty station.
