Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

We are seeking qualified individuals for the positions of Monitoring and Evaluation Officer, NOB to be based  Mbarara . Selected candidates will be employed on Fixed Term

ORGANIZATIONAL CONTEXT

This function is expected to support the Northern and South Western Uganda programmes, ensuring that WFP programmes  generate quality evidence on the outcomes and impact of WFP's food assistance, social protection activities. The role will ensure relevant progress and performance information is collected processed and analysed on a regular basis to allow for real-time, evidence-based decision-making. Working closely with the District Local Governments, this function is expected to strengthen WFP’ and DLGs processes and methods and for evaluation (including impact evaluation and thematic, surveys, economic analysis of efficiency and the digital management information System).

JOB PURPOSE

Coordinate and execute monitoring and evaluation activities within the respective Area office, ensuring that WFP programmes generate quality evidence on the outcomes and effects of WFP’s food assistance, social protection activities on the lives of beneficiaries hence informing effective operational decision making and strategic reorientation. 

KEY ACCOUNTABILITIES (not all-inclusive) 1/2

Ensure that an M&E Plan for the South-West Area Office is in place and that it collects timely, strategic and relevant information to facilitate planning, reporting, decision making, learning, evidence building and performance measurement at the different results levels as set out in the Annual Performance Plan and Country Strategic Plan (CSP).

Provide leadership on strengthening the capacity of district local governments, WFP cooperating partners, WFP staff and other key stakeholders in planning, monitoring, evaluation and analysis in the implementation of food security, nutrition and resilience programmes.

Support participatory M&E processes including strengthening the knowledge of District Local Governments, Persons of Concern, local leaders and other key stakeholders enabling them to increasingly engage in and lead monitoring and evaluation of WFP-supported interventions that affect their communities. Contribute to the capacity enhancement of WFP staff and partners under the South West Area Office in monitoring and evaluation through training, information sharing, demonstrating drive for results, and ensuring M&E fundamentals are mainstreamed in all WFP-supported programmes and processes.

STANDARD MINIMUM QUALIFICATIONS

Minimum academic qualification

Advanced University degree in Monitoring and Evaluation, Sociology, Social Development, Development Economics or Performance Management or another relevant field; or First University degree backed by additional years of relevant work experience and/or training/courses. Desired experiences, knowledge and skills:

A minimum of seven (7) years of relevant working experience in Monitoring and Evaluation, or either of the following fields: Operational reporting, information management, knowledge management, Vulnerability Assessment & Mapping, assessments, Livelihoods, etc.

Specialised knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background.

Strong written and oral communication skills, including substantive analysis and report writing skills.

Ability to supervise and provide support to other staff and teams. Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Cultivated sustainable relationships with local NGOs, government authorities, and other cooperating partners.

Research experience in using a variety of analytical tools and methods for causality analysis, forecasting, and other data modelling needs.

Performed monitoring, evaluations and assessments at multiple field locations Membership of a recognized M&E Professional Association Demonstrated ability to develop and maintain productive, professional relationships with government and local community counterparts, donors, civil society and other stakeholders

Analytical mind with a strategic ability, organization, attention to detail, be able to multitask.

Proficient in MS Office or other packages, especially those related to graphics and designs, or allow for analyses.

Excellent influencing and communication skills, both written and verbal Very good training and facilitation skills.

Hardworking, calm, mature, logical, culturally sensitive, result-oriented and interest in humanitarian development

Languages: Fluency in both oral and written communication in English. Understanding of the local languages/dialects of the duty station are a plus
