BACKGROUND


Gavi is committed to securing a global response to COVID-19 that is effective and fair, using its unique expertise to help identify and rapidly accelerate development, production and delivery of COVID-19 vaccines under the principle that no one is safe unless everyone is safe.
COVAX facility introduced new business activity and risk into Gavi’s activities. In response, Gavi is using risk mitigation measures, including insurance products. These currently include: no-fault-compensation (NFC) and Sovereign Risk Arbitral Award Default insurance (‘SRI’) for a portion of COVAX self-financing-participants (‘SFPs’) with Marsh and DFC - International Development Finance Corporation. The SRI will wind down relatively quickly (estimated by Q2 2022), unless there is (1) a default and need to go through the arbitration process or (2) extension of the current model for SFPs. Additionally, Gavi is working on Vaccine Delivery Risk. While other insurance products are under consideration, that may or may not relate to COVAX. Yet the individual may be asked to provide support.
  • Mapping specific and ongoing / rolling analytical needs and requests (Secretariat, donors, external partners); managing these through prioritisation criteria developed in consultant with the COVAX data manager;
  • Manage relevant and diverse datasets and develop new datasets based on analytical mapping/prioritisation;
  • Generate quality and timely analyses (may be both qualitative and quantitative in nature) as requested from different teams within Gavi. These can include, for example, analyses to complement core COVAX reporting, to provide a deep-dive on programmatic questions, or analyses looking at certain process aspects;
  • Provide support for monitoring work and monitoring needs across COVAX (complementary to the COVAX Reporting Framework);
  • Contribute to reports and other products to be used by key stakeholders including Gavi staff, donors, committees, Board and other key stakeholders where relevant;
  • Support colleagues working in the Office of the COVAX Facility, and other Gavi Secretariat teams supporting COVAX work by providing them with timely and understandable data insights, through listening to and understanding their questions or needs, identifying potential data sources, and designing, conducting and interpreting new data analyses;
  • Develop and manage statistical programming code to ensure accurate, timely, reproducible, and transparent analyses to inform COVAX monitoring and decision making, including automation of certain analyses;
  • In collaboration with the COVAX Data Manager, assess potential uses of existing data sources and provide guidance on the development of new data sources;
  • Support the COVAX Data Manager and other relevant teams on mapping data needs, data flows and generating automated analytics;
  • Implement Standard Operational Procedures to minimise risks related to sensitive data.  

Note: The essential functions listed in this section are not exhaustive of the job responsibilities; other duties may be assigned consistently with the department needs.
  • A minimum of 5 years of experience with data analysis and interpretation; 
  • Experience in large, cross-functional teams working across diverse stakeholders  within complex contexts.
  • Excellent R programming skills, particularly for the management, manipulation and visualisation of data, or expert programming skills with other data science software like Python or Matlab and a willingness to learn R;
  • Experience with public health programmes or data is an asset;
  • Capacity to manage multiple activities while providing quality and timely deliverables;
  • Ability to collaborate with colleagues with policy or programmatic expertise to design and carry out data analyses to answer key questions;
  • Ability to work independently, adaptively, and to take initiative;
  • Excellent interpersonal skills and ability to work effectively in a multicultural environment and establish harmonious working relationships, both within and outside the organisation; 
  • Excellent oral and written communication skills; 
  • Tact and discretion;
  • Experience in information visualisation.
  • Fluency in written and spoken English;
  • Other UN languages, particularly French, is an advantage.
  • Advanced university degree in public health, statistics, economics, or other relevant discipline.

  • Core COVAX Partners, such as CEPI, WHO and UNICEF.
