Terms of references of the SSA to support the implementation of HIV Differentiated Services Delivery (DSD) models in Cameroon, 2021

Title of the Position: SSA for HIV-DSD models and Access to services for key and vulnerable populations
Grade Grade NOB, Category 1/ SSA
Subject: To strengthen the coordination and accelerate the DSD Strategic Initiative and other DSD support according to WHO recommendations.
Duty Place: WHO Country Office, Yaoundé
Duration 6 months (renewable once if satisfactory);
Period : July to December

1. Job Description
Under the general coordination of the WHO Country Representative, the HIV/AIDS Technical Officer's supervision, the DSD SSA will work to accelerate and strengthen the coordination of the DSD Strategic Initiative (SI) and other DSD support according to WHO recommendations for prevention, testing, linkage to care, treatment and advanced HIV disease. Specific activities to be implemented are attached.

2. Key objectives and expected Deliverables

Objective 1: Coordinate the DSD SI and linkage with others DSD Initiatives/activities in the country
Deliverables

o Provide technical support to the organization of DSD SI coordination meetings
o Produce meeting minutes with key action points and review of meeting products in line with the country DSD SI workplan.
o Review of the deliverables that are going to be submitted by The TA providers to WHO/HQ.

Objective 2: Support the assessment and improvement of the on-going DSD models implemented in the country including developing guidance on best models for scale-up.
Deliverables:
o High quality of the evaluation design, implementation, analysis and reporting.
o Strengthens, weakness of the on-going DSD models identified and a roadmap developed
o Quarterly reports on the implementation of DSD activities are elaborated and presented in stakeholders’ meetings and discussed.
o DSD tools/materials (including best practices, case studies, publications) updated or reviewed, printed and disseminated

Objective 3: Improve policies for delivery/access to HIV services for KPs
Deliverables:
o Bottlenecks that hidden adequate access to HIV services (including continuous uptake, retention, quality data) for Key populations are determined and solutions identified.
o Capacities and the minimum package of services for Community Based Organizations to enroll in new responsibilities in the framework of the implementation of DSD models are determined to guide policy changes
o Guidance and support to improve CBOs and KP friendly facilities available


3. Required Profile of the Consultant
Education : Public health expert with a Bachelor degree (or above) in Health sciences of Public health. Master’s in public health of Epidemiology or HIV program management will be an asset.
Experiences :
Five (5) years or more on HIV program Coordination/management,
Three (3) Years or more on program data analysis/epidemiologic, HIV cascades,
Two (2) years on Community interventions and Civil Society Organizations engagement,
Knowledge/Involvement in the implementation of HIV DSD models targeting various vulnerable groups including KP (will be an asset)
