Org. Setting and Reporting

The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, offices away from headquarters, field missions, and regional commissions. The Facilities and Commercial Activities Service (FCAS) operates the Headquarters complex, striving to provide effective and efficient planning, management, maintenance and operation for all existing physical facilities and assets at the UN Headquarters, New York. FCAS also supports office and conference facilities, property management, travel and transportation services, archives and records management, mail and pouch operations, catering, gift shop and the United Nations Postal Administration.

This position is located in the Electrical and Machine Shop under the Electrical Unit (EU), Plant Engineering Section (PES), Facilities and Commercial Activities (FCAS), Division of Administration (DOA), Department of Operational Support (DOS). The incumbent reports to the General Foreperson of the Electrical Unit and the Chief of PES.

Responsibilities

Under the overall guidance of the Chief of PES and the direct supervision of the General Foreperson of the Electrical Unit (EU), within delegated authority, the Foreperson of the Electrical and Machine Shop shall perform the following duties and responsibilities:

-Ensure the smooth functioning of the Shop and the provision of electrical power to the UN facilities; manage the maintenance of existing electrical systems;

-Supervise, coordinate, and manage all scheduled routine and preventive electrical operations performed by staff electricians, machinists, and outside contractors; oversee and coordinate emergency repairs as required;

-Ensure that electrical installations/works meet safety standards in accordance with the National Electrical Codes (NEC) and New York City (NYC) Building Codes, norms and regulations, thereby ensuring at all times the safety of occupants of the UN facilities; diagnose problems and provide solutions when electrical installations and the electrical portions of power supply systems show signs of defects or malfunctions;

-Manage electrical stores and oversee the maintenance of records, inventories of equipment, tools, spare parts and other materials, work orders and general correspondence as regards to electrical management; oversee data entries in the asset control database which includes data on the transfer of electrical assets; analyze and rectify load distributions; calculate electrical loads and meet requirements accordingly; troubleshoot causes for malfunctions or breakdowns; rectify problems and properly size electrical loads in accordance with the power supply equipment available; prepare specifications for electrical equipment, electrical fittings, fixtures, cables, switch gear, panels, electrical technicians' tools and electrical spares for the purpose of raising requisitions;

-Manage the conduct of surveys and preparation of technical reports and electrical consumption records for all the locations; report electrical faults and submit regular maintenance reports to the General Foreperson;

-Read technical drawings and schematics, wiring diagrams, and design electrical installations;

-Assist supervisors during the preparation of engineering budgets with inputs for electrical requirements and forecasts;

-Supervise and assign tasks to subordinates in the shop; assign and inspect the work of electricians, machinists, and their trade assistants; and provide performance evaluation reports of electricians, machinists, and contracted personnel supervised;

-Perform other duties as required.

Ability to manage electric stores and maintain accurate and specific records and inventories of all electrical systems of a large facility. Education

High school diploma or equivalent trade school diploma is required.

Work Experience

A minimum of 10 years of progressive experience in the electrical or machinist trade in an organization comparable to the UN Secretariat or large private sector electrical shop is required.
Experience in installing, servicing, maintaining and repairing electrical equipment and generators, troubleshooting and control wiring is required.
Experience in supervising staff and inventory management as well as in the use of computerized systems and tools related to the trade is required.
Experience in the maintenance and repair of complex electro-mechanical equipment and machinery is desirable.
Experience in the operation of computerized lighting controls is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official UN language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Special Notice

This position is temporarily available no earlier than September 16 2021 for 364 days . If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

Passing the Trades and Crafts Examination (TCT) ) is a prerequisite for recruitment consideration in the Trades and Crafts category in the United Nations Secretariat. Staff members who were granted a fixed-term, continuing or permanent appointment as a result of having passed a predecessor test recognized by the Office of Human Resources Management, and who have continuously held such appointments, are not required to take the new test.

The selected candidate will be required to perform late night shifts including weekends on rotation, in order to perform assignments including maintenance works that require off-hours as well as to provide prompt response in case of emergencies.
