Org. Setting and Reporting

These positions are located in the Umoja Coordination Service (UCS), Office for Supply Chain Management (OSCM), Department of Operational Support (DOS).

The Department of Operational Support was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including other departments, offices-away-from headquarters, field missions, and regional commissions.

The Office of Supply Chain Management includes the Office of the Assistant Secretary-General for Supply Chain Management, the Logistics Division, the Procurement Division, the Uniformed Capabilities Support Division, Global Service Centre, Umoja Coordination Service, Aviation Safety Section and the Enabling and Outreach Service.

The UCS is responsible for delivering the Umoja Extension 2 Supply Chain Management module (UE2-SCM) projects which involve the design, deployment coordination, stabilization and operational support of Umoja functionalities for advanced supply chain planning, uniformed capability management, transportation management, material master transformation and business intelligence reporting of end-to-end supply chains for the United Nations secretariat globally.

The Information Systems Officers, ERP Business Analyst, reports to the Chief of Umoja Coordination Service (UCS) and/or designated team leads.

Responsibilities

Within limits of delegated authority, the Information Systems Officer, ERP Business Analyst may be responsible for the following duties:

• Participates in the planning and managing of the development, or implementation, or deployment of UE2 functionalities including: advanced supply chain planning, material master transformation, force management, warehouse management, transportation management, business intelligence and logistics.
• Coordinates the cross-functional workflow integration and process controls between relevant system and business processes for Supply Chain Management.
• Provides expert advice on ERP (SAP) systems analysis and design; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures coordinates site teams for testing, and deployment; preparing and conducting training; providing production cut-over and production support during ramp-up.
• Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation.
• Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, mission staff, consultants, etc.
• Is actively involved in the execution of the most complex aspects of the project (e.g. systems analysis, development, deployment, change management, training, programming, master data
development and governance, etc.); oversees development of data architecture, database structures, ensuring that all design aspects are addressed and control and security mechanisms are established; Guides any data collection/conversion activities and provides guidance to any related activities, including governance process, identification, reporting, tracking and resolution of issues.
• Develops, implements and monitors information standards and guidelines, including testing paradigms.
• Prepares technical and user documentation for entire systems and interdependent applications; prepares and reviews training materials and detailed technical presentations.
• Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports, functional specification documents, etc.
• Facilitates communications between UE2 and its major stakeholders. Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. Leads, manages and supervises the organization of meetings, on substantive issues. Participates in planning and preparation of the budget, work program and spending plan.
• Provides operational support to clients and stakeholders throughout the project, supporting the needs of the business and end-users in HQ, global/regional service centers and field missions.
• Performs other duties as required.

Competencies

Education

Advanced university degree (Master's degree or equivalent degree) in computer science, information systems, mathematics, statistics, supply chain management, business administration or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

• A minimum of seven years of progressively responsible experience in planning, design, development and implementation of supply chain management/logistics information systems or related area is required.
• Experience in the implementation of ERP (SAP) supply chain modules including demand planning, transportation management, logistics, or supply chain data management to field operations, within an international organization is desirable.
• Experience in supply chain master data management is desirable.
• Experience in providing on-site ramp up support for supply chain management/logistics solution deployment for supply chain management/logistics solution deployment in/for a field setting (inclusive of peacekeeping operations, special political missions, agencies funds and programmes, or other similar international organization) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

• This temporary job opening may be limited to "internal candidates," who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

• The expression "Internal candidates", shall mean staff members who have been recruited after a competitive examination under staff rule 4.16 or after the advice of a central review body under staff rule 4.15.

• A current staff member who holds a fixed-term, permanent or continuing appointment may apply for temporary positions no more than one level above his or her current grade. However, a current staff member who holds an appointment at the G-6 or G-7 level may also apply to temporary positions in the Professional category up to and including the P-3 level, subject to meeting all eligibility and other requirements for the position. In accordance with ST/AI/1999/17 section 2.3, an SPA may only be granted to one level higher than the personal level of the staff member assigned to higher-level functions in his or her own category, whether the higher-level functions are one or several levels higher than the personal level of the staff member. Staff in the General Service and related categories temporarily placed against a post at the Professional level may receive an SPA to the P-1 or P-2 level.

• A staff member holding a temporary appointment shall be regarded as an external candidate when applying for other positions, and may apply for other temporary positions at any level, subject to section 5.7 below and staff rule 4.16 (b) (ii). Therefore, a staff member holding a temporary appointment in the General Service or related categories may only apply to positions within those categories. For full information on eligibility requirements, please refer to section 5 of ST/AI/2010/4Rev.1 on Temporary Appointments. In its resolution 66/234, the General Assembly further "stressed that the Secretary-General should not recur to the practice of temporarily filling posts in the Professional and higher categories with General Service staff members who have not passed the General Service to Professional category examination other than on an exceptional basis, and requests the Secretary-General to ensure that temporary occupation of such posts by the General Service staff shall not exceed a period of one year, effective 1 January 2013…" Consequently, eligible candidates in the General Service or related categories for temporary job openings in the Professional category that have not passed the competitive examination may be selected only on an exceptional basis endorsed by the Office of Human Resources Management where no other suitable candidate could be identified.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. An external candidate selected for this position is bound by the prevailing condition of the staff selection system under ST/AI/2010/3, as amended, and ST/AI/2010/4/Rev.1. A staff member holding a temporary appointment who is recruited in the Professional and above categories on a temporary appointment, and placed on a position authorized for one year or longer may not apply for or be reappointed to his/her current position within six months of the end of his/her current service. This provision does not apply to staff members holding temporary appointments and placed on positions authorized for one year or more in duty stations authorized for peacekeeping operations or special political missions.
