Organizational Setting


The main aim of the FAO Syria Country Office is to assist government to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.


Reporting Lines


The national Monitoring and Evaluation Assistant will work under the overall supervision of the FAO Representative and the direct supervision of the national Monitoring and Evaluation specialist, in close collaboration with other units.

Coherent, integrated and effective monitoring, evaluation, accountability and learning system to support the planning, development and implementation of programmes, projects, interventions, products and services.

Tasks and responsibilities

• Support policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies;
• Assist to implement and maintain FAO Syria monitoring and evaluation unit, which includes: Developing project log frames, developing M&E plans, designing monitoring and reporting tools, templates and guidelines; guiding and overseeing the development of databases and ensuring that all projects key performance indicators are up to date, monitored and reported properly;
• Support the establishment of baseline data for FAO Syria projects, especially at the beginning of the projects’ implementation;
• Provide support for analysing, monitoring and project reporting;
• Support the establishment of frameworks for regular monitoring of all FAO Syria project activities which includes ensuring, result, process and impact/outcome monitoring is undertaken and reported;
• Ensure that the provision of scheduled inputs and technical backstopping, conducts consistent quality control and monitors timely execution, in line with project work plans;
• Assist and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries;
• Provide substantive backstopping to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations;
• Support Monitoring and Evaluation unit information sharing with relevant Government of Syria institutions, UN agencies and implementing partners on all monitoring issues related to FAO Syria project activities (i.e. reports, databases, training, etc.);
• Prepare and finalize delivery estimates, pipeline reviews and project related reports (progress and terminal reports);
• Maintain the internal M&E database and keep it functioning all the time;
• Prepare the data entry interface (Access and Excel) for the assessment tools used for the baseline, Midline and End line surveys;
• Perform any other duties as required.


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements


• BSc degree in economics or another social science;
• Minimum 5 years’ experience working in a similar position; more specifically experience in programme design and project cycle management.
• Working knowledge of English and Arabic.
• Syrian Nationality.

Technical/Functional Skills


• Good communication, analytical, presentation and reporting skills and an excellent team player;
• Competency in the use of MS Word, MS Excel, MS PowerPoint computer packages, as well as with statistical software;
• Proven experience with UN regulations and procedures will be an added advantage.
