Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Introduction

 

The position will be funded under the development cooperation project “Promoting Decent Work for Syrian Refugees in Host Communities”. The project is funded by the KfW Development Bank and links to CPO TUR 159 (Policies and programmes implemented by constituents aimed at protecting migrant workers' rights and promoting decent employment for the Syrian refugees and migrant workers -Outcome 9). 

 

The project aims to facilitate the early entry of Syrian refugees and Turkish citizens from host communities into the labour market and to help them develop, strengthen and upgrade their skills and competences as required. The overall objective of the proposed project is to enhance formal employment for Syrian refugees under temporary protection (SuTP) and Turkish citizens and to create formal sector jobs. This objective will be achieved through three outputs as explained below:

 

The project builds on ILO interventions on the Syrian refugee crisis in Turkey since 2014, promoting comprehensive short- and medium-term employment-rich measures implemented under the ILO’s integrated Programme of Support (PoS) for refugees in Turkey and the UN Regional Refugee and Resilience Plan (3RP).

In this sense, the Technical Officer will not only provide inputs to the specific project mentioned above, but will also provide contribution to the achievement of the objectives of ILO Programme of Support for refugees in Turkey and the projects implemented under it.

 

Reporting lines:  

 

The Technical Officer for Refugees will report to the Chief Technical Advisor (CTA) under overall supervision of the Director of the ILO Office for Turkey.

Description of Duties

 

The Technical Officer will undertake the below mentioned duties:

1.  Support the CTA for effective and timely coordination and planning, implementation, reporting, monitoring and evaluation of project activities, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines.
2.  Provide technical advice to all project activities to guarantee that relevant international labour standards in the area of access of refugees and international labour migration are fully mainstreamed in all project activities, outputs and milestones.
3.  Conduct the research (quantitative and qualitative) and contribute to preparation of reports or sections of reports, studies, guidelines, terms of reference for various technical tasks concerning labour market access of Syrian Refugees and improving their skills and employability.
4.  Assess the experience gained in refugee projects implemented by ILO in Turkey with a view to identifying best practices and showcasing them to global fora.
5.  Provide technical inputs (articles, reports) for regional, country or related sectoral analyses, UN documents (in particular under the UN Regional Refugee and Resilience Plan -3RP), ILO reports and publications.
6.  Liaise closely with the CTA  and national officers under the ILO’s Programme of Support (PoS) to ensure close coordination and cooperation with all refugee projects implemented under PoS for Turkey with a view to creating synergies between the projects and avoiding duplications.

7.  Define collaborative and joint initiatives with national and international partners. Initiate and/or contribute to development of project proposals for new projects.
8.  Establish and maintain close contact with the ILO’s relevant technical units and technical specialists with a view to ensure effective consultation, collaboration and cooperation to benefit from the ILO’s substantial expertise on employment, entrepreneurship, and international labour standards in international labour migration and refugee context.  

9.  Identify research areas including on the social, economic and labour market implications  of refugee and international labour migration policies, with a view to contribute to development of knowledge products and global reports.

10.  Participate in the relevant UN and development partners’ working groups, task forces and platforms on refugee and migration issues to promote ILO's values, increase the project's visibility and facilitate the scaling-up of the project's interventions.

11. Gather information and visibility materials from the projects implemented under the PoS with a view to disseminate information through publications, press releases, social media, website, etc.

12. Conduct presentations at donors meetings, international, regional and national events  to present the results and good practices under the ILO PoS.
13. Undertake missions to guide, support and monitor the project activities in the provinces, and provide technical assistance to constituents and other relevant stakeholders at the local level.

14.Perform other relevant duties as assigned by the CTA and the Director of ILO Office for Turkey.

Education

  • Advanced university degree in social sciences, economics or in the relevant technical field.

Experience

  • At least five years’ of relevant professional experience including three years at the international level.
  • Experience and knowledge on ILO’s policies, guidance, programmes and normative framework on crisis migration and access of refugees into labour markets
  • Experience in working with Syrian reguees in the neighbouring countries would be an asset

Languages

  • Excellent command of English.
  • Knowledge of Turkish and/or Arabic would be an asset.

  • Ability to develop clear strategic goals consistent with the project/programme’s objectives, and to design and synthesise strategies for programme development;
  • Ability to conceptualise and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialised technical field.
  • Excellent analytical skills and knowledge of analytical tools and qualitative and quantitative techniques;
  • Strong written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners;
  • Proven capacity to initiate and implement development co-operation programmes and activities with ILO constituents, including negotiation skills with governments, social partners and to mobilise the support of international donor agencies and provide quality services;

Competencies

  • Ability to provide policy advice and prepare technically accurate reports and publications, with conclusions that may lead to an action plan and the elaboration of programmes;
  • Provide advice on best practices, to address broader issues outside the field of specialization;
  • Ability to participate effectively in technical missions and multi-disciplinary team;
  • Ability to provide credible implementation assistance to senior specialists in carrying out research, project formulation and implementation.
  • High standard of integrity, professionalism, personal discipline and impartiality;
  • Ability to work in a multicultural environment and with vulnerable groups;
  • Ability to demonstrate gender-sensitive and non-discriminatory behavior and attitudes.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
