  1. Purpose of the Consultancy

Develop a comprehensive EPI communication strategy within the framework of implementation of “Jordan Health Programme for Syrian Refugees and Vulnerable Jordanians” by the World Health Organization (WHO) Jordan Country Office with support from the European Union Trust Fund for the Syrian Crisis (EUTF).

The strategy aims to increase awareness and knowledge of the caregivers and general population about benefits and risks of the routine immunization, encourage access and utilization of the immunization services provided by the Ministry of Health (MOH), foster community engagement and reduce missed opportunities, defaulters and drop outs, counter the rumours and misinformation. The strategy will be supplemented by the detailed costed action plan for 2022-2023.

The consultant will also facilitate five days communication workshop with participation of relevant stakeholders of the Ministry of Health such as the National EPI, Public Relations and Media Department (PRM) and the Health Awareness and Communications Department (HCAD), as well as broad range of the national, international partners and producers/designers.

  1. Background

WHO and Ministry of Health (MOH) Jordan started collaboration with support from the European Union Trust Fund for the Syrian Crisis (EUTF).

The project agreement was signed on the March 1, 2021, and the “Jordan Health Programme for Syrian Refugees and Vulnerable Jordanians” initially aimed to strengthen primary health care services with focus on routine immunization for Syrian Refugees and vulnerable Jordanians whilst strengthening integrated health system approaches. As COVID-19 pandemic unfolded, EU contributed additional EUR 11 million to strengthening national COVID-19 preparedness and response as well as COVID-19 vaccination (total of EUR 43 million over the period from March 2020 to December 2023).

Due to the COVID-19 pandemic, implementation of the activities planned for PHC strengthening had to be deferred to the second year of project. As the number of COVID-19 cases recently declined and the travel to the country resumed, WHO CO is embarking on the implementation of the core project objectives. Communication activities aiming at raising public awareness on the importance of the immunization represent an important component of the overall project activities workplan.

Overall project objective:

To contribute to improved Primary Health Care by expanding access to equitable quality immunisation services for refugees and vulnerable Jordanians within improved integrated health systems governance, in the context of the COVID-19 outbreak.

  1. Work to be performed

Output 1: Plan and organize a five-days’ communication workshop in collaboration with the National EPI, Public Relations and Media Department (PRM) and the Health Awareness and Communications Department (HCAD), as well as broad range of the national, international partners and producers/designers.

Deliverable 1.1: Conduct an extensive stakeholders analysis; identify and engage the relevant stakeholders

  • Conduct the stakeholder mapping with follow-up analysis of different actors
  • Identify and engage Influencers
  • Conduct a search of the production/design companies; identify and invite the best suitable candidates to the workshop

Deliverable 1.2: Conduct the five-days’ workshop

  • Develop the concept note on the workshop with objectives and outcomes
  • Develop and agree with MoH on the agenda of the meeting
  • Facilitate the five days meeting

Deliverable 1.3: Prepare a Narrative summary report with analysis of the outcomes of the communication workshop including:

  • Summary account of the plenary discussions and working groups outcomes during the workshop
  • Recommendations of the workshop with regard to the target audience, communication channels and key messages

Output 2: Develop the comprehensive communication strategy for National EPI, along with the costed action plan for 2022-2023.

Deliverable 2.1: Produce a Creative brief for the communication strategy including:

  • Short EPI brand statement
  • Communication campaign background and objectives
  • Key challenges to be addressed by the communication campaign
  • Target audiences with segmentation
  • Key messages for various target audiences
  • Proposed Key communication channels

Deliverable 2.2: Develop a Detailed comprehensive communication strategy

  • EPI background, objectives and challenges
  • Detailed analysis of the target audiences with segmentation and the order of priority
  • Exhaustive analysis of the communication channels available in Jordan
  • Vision, goal and objectives of strategic communication
  • Key communication approaches with main identified barriers
  • Proposed communication channels and key messages for target audiences

Deliverable 2.3: Develop a Costed action plan for 2022-2023 and TORs for implementor

  • TORs for the creative agency-implementor of the communication strategy with clear deliverables and outputs
  • Detailed action plan with activities, timelines, responsible staff and estimated budget
  • Monitoring and evaluation framework for the communication strategy and plan

Output 3: Evaluate the implementation of the comprehensive communication strategy

Deliverable 3.1: Assess the development of the communication products

  • Consistent review of the communication products development
  • Assessment of the pilot testing of the various communication products at the target audiences
  • Selection of the most appropriate communication products

Deliverable 3.2: Measure the impact of the communication campaign

  • Monitoring of the placement of the communication products and airtime
  • Analysis of the results of the poll on main information sources for the target audiences
  • Recommendations on the most appropriate and effective communication channels

Required Qualifications

Education:

  • Minimum Master’s degree in communications, media, public relations, marketing, social sciences, health, health promotion or related field.

Experience:

  • Over 10 years of extensive work experience and proven record in communications, media relations, advocacy, campaigns, and strategic management. International experience is mandatory.
  • Demonstrated long standing experience with reputable media agencies and deep understanding of the local media scene and context.
  • Demonstrated prior experience in developing a communications strategy (health sector related experience is highly desirable).
  • Demonstrated experience in working with government partners, and understanding of political dynamics in the public sector.

Skills/ Technical knowledge

  • Ability to work independently and present to highest levels within the Ministry
  • Proficiency in Microsoft Office and Microsoft Project
  • Excellent interpersonal and professional skills in interacting with government and development partners;
  • Skills in facilitation of stakeholder engagements/workshops;
  • Evidence of having undertaken similar assignments;
  • Highly developed organizational skills with strong attention to details
  • Demonstrated ability to plan and coordinate highly visible, complex communications-focused activities among multiple stakeholders
  • Strong understanding of digital marketing strategy with awareness of methodologies, trends and key performance indicators
  • Ability to multi-task in fast paced environment
  • Proficiency with media research tools

Language

Languages and level required: Expert level in English.

Arabic is desirable.

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
