Function:
Programme & Policy covers Programme Implementation (with partners or direct implementation), Thematic Expertise (technical knowledge in areas of specialization), and Policy & Programme Impact (advocacy, research, monitoring & evaluation, and quality). The function links grass-roots work with policy changes at the highest level, and manages an ecosystem of partnerships including, but not limited to, community organizations, donors, peer organizations, academic institutions, media, and the state. Each of the four hubs focus on programme interventions in two to three states, and the functional expertise necessary for adding capacity to and leveraging the work on the ground.
Role Purpose:
Responsible to support the Project Office - Lead for facilitating, coordinating and achieving organisational strategic goal, in the Project state, in programme implementation & advocacy, by collaborating with multiple key stakeholders both internal and external.
Role & responsibilities:
  • Receive and transfer high quality technical advice and support through Big Idea Leads at NSO and Hub level with regard to programme development and execution.
  • Provide support to leadership of the project office and in direct management of the project team in state/s and ensure achievement of programme goals in a cost-effective and timely manner
  • Support in ensuring, that programme partner organizations are effectively managed and provided with appropriate, timely and practical support in designing, developing and delivering programmes of a high quality.
  • Support, Project office lead in ensuring that programmes/ projects in the state are fully compliant with SC India, GOI/ and donor procedures and policies.
  • Develop and support Programme/Project coordinators’ & PNGO’s capacity to meet their responsibilities, facilitate their appropriate professional development to achieve organizational thematic and strategic objectives.
  • Extend support in ensuring that consistent management approaches and effective systems are established and functioning in the state offices and tools and mechanisms are developed to facilitate effective/efficient management and quality programming
  • In case of directly implemented projects, extend support to Project Office Lead and help him/her ensure that project personnel, relevant systems and procedures and support from National Managers and Hub Managers are in place.
  • Identify opportunities and contribute to undertaking advocacy initiatives at state and district levels in coordination with the ACC Team at Hub and NSO levels.
  • Extend support in Identification of suitable partners for achieving the vision and mission of Save the Children India in the state. Review and recommend partner proposals, operational plans, including budgets and obtain approval. Ensure all partners implementing projects /programmes are fully compliant with SC India, GOI/ and donor procedures and policies.
  • Prepare and submit annual budget for approval to HUB /National Support office. Monitor project office budget, partner budget and project budgets and take actions for overspends and underspends as necessary and appropriate. Ensure that monthly finances project office is closed on time and uploaded into the system.
  • Support in ensuring that all staff, vendors, contractors, consultants and other relevant stakeholders are compliant with SC India’s policies and practices, including the Child Safeguarding Policy.
  • Support in ensuring all grants are managed efficiently and reports are submitted on time (monthly, quarterly, bi-annual and annual) to relevant Sections and burnt rate / utilization of funds are as per action plan and cash flow.
  • Being the Humanitarian response and preparedness focal point at project office level.
  • Any other work, assigned by the line manager as per the need of the organization;

  • Budget Utilization of projects in the state;
  • Quality & Quantity of DIPs, communication products & advocacy initiatives in the state;
  • Releases, events, articles etc.
Approval Authority:
  • Strategic objectives for function and support to Project Office Lead in ensuring Programme Implementation & advocacy;
  • Organizational representation and stances at various platforms/events;
  • Managing Partner organizations and ensuring quality delivery of strategic and project outputs/outcomes;

  • Minimum 5 years of professional experience in the area of Child Rights Programme, with at least three years at the state or above level;
 
Qualifications
 
  • Advanced degree (Master's degree or higher) in social work/social sciences/public policy/rural development
 
Skills & Knowledge

  • Planning execution and management of multi state, multi-activity programming,
  • Competent in Budget design, Tracking and Financial Management;
  • Capacity to receive and effectively transact a diverse thematic area related capacity building actions;
  • excellent writing skills and experience in supporting/leading program design and developing work plans with diverse teams;
  • Expertise in designing and implementing or overseeing monitoring & evaluation systems.
  • Good track record of working with and/or partnering with a variety of individuals and organizations, including District/state level government officials, national/international technical agencies, and donor organizations
