Purpose of the consultancy

To support CAH team to measure implementation rate of the regional framework of newborn, child and adolescent health in the Eastern Mediterranean Region, 2019-2023

  1. Background

Child and Adolescent Health (CAH) unit in WHO EMRO, together with governments and partners are responding to the high burden of neonatal, child and adolescent mortality in the region as well as to the growing need to improve well-being and development through introducing and scaling-up evidence-based interventions at community, PHC and hospital levels. The overall work of CAH is guided by the Regional Implementation Framework for Newborn, Child and Adolescent Health and Development 2019-2023 which was endorsed in 2019 by all Member States. The implementation framework is intended to provide a road map for translating WHO’s Thirteenth General Programme of Work (GPW 13) and its vision for the Region, Vision 2023, into action. It provides guidance on selecting priority actions and interventions most relevant to a given situation. The framework is intended to help countries of the Region to enhance, strengthen or develop their national strategic plans for newborn, child and adolescent health and development, in line with GPW 13 and Vision 2023. Key actions are proposed in three strategic areas: (i) promoting equitable access to quality newborn, child and adolescent health services in the context of universal health coverage; (ii) protecting newborns, children and adolescents from the impact of health emergencies; and (iii) strengthening the integration of health programmes, multisectoral coordination and partnerships for the promotion of healthier newborns, children and adolescents.

Start date: 15 August 2021

End date: 15 December 2021

  1. Work to be performed

Output 1: Support CAH team to conduct situation analysis and to build capacities around the Regional Implementation Framework for Newborn, Child and Adolescent Health and Development 2019-2023.

The consultant will perform the following tasks:

  • Deliverable 1.1: Prepare situation analysis of key areas of newborn, child and adolescent health including the assessment of the quality of care for newborns and children and the regional school health situation analysis.
  • Deliverable 1.2: Organize and facilitate capacity building activities around the framework, informed by the situation analysis, targeting national and sub-national programme managers focusing on managerial skills and adolescent sexual and reproductive health (ASRH)
  • Deliverable 1.3: Support the preparations for and the organization of the regional meeting for NCAH programme managers
  • Deliverable 1.4: Submit progress reports during the assignment, and a final report at the end of the assignment

Required Qualifications

Education:

- Minimum first university degree for lower end of range, an advanced university degree (Master’s degree) for mid and high end of range in medicine, public health, epidemiology, community medicine, paediatrics or other relevant field

Experience:

Essential: From 5 to 10 years of relevant experience in the area of newborn, child and adolescent health. International experience is mandatory for international consultants.

Desirable:

Previous experience with WHO and/or UN agencies

Skills/ Technical knowledge

a) Analysis skills.

b) Proven writing skills.

Language

Excellent knowledge of English is required

Location:

Unless specified later, this assignment will be performed from EMRO premises (subject to teleworking measures)

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
