Background:  

The DRC/DDG Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC/DDG is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant. 

Danish Demining Group (DDG) is a specialized unit within DRC which implements mine action and armed violence reduction (AVR) programmes. DDG’s mandate is ‘to create a safe environment free from armed violence and the remnants of conflict’, and DDG does this via a programmatic focus on four key sectors: Security Systems Reform, Small Arms and Light Weapons (SALW) management, Mine Action and Conflict Management.

Overall purpose of the role: 

We are looking for a highly motivated Protection Officer with a strong livelihood background, who will support the delivery of the DRC Return and Reintegration Program of Somali Citizens in Somalia. In particular, the selected candidate will be responsible for providing livelihood – oriented reintegration assistance focusing on business skills training, vocational skills training and/or facilitation of apprenticeship, as well as guidance and counseling on marketable skills and businesses, business planning, bookkeeping etc.  The selected candidate will be working closely with other protection staff to provide comprehensive reintegration assistance to Somali Citizens returning to Somalia from Norway and Denmark.

Responsibilities: 

  • Conduct SME trainings for returnees and/or facilitate access to vocational skills training and apprenticeship opportunities.
  • Prepare report at the end of every training 
  • Provide business – related guidance and information counseling based on recent market trends and opportunities, marketable skills as well as formal administrative requirements  
  • Support the returnees in identifying business in-kind support and facilitate the timely provision of requested in-kind support 
  • Ensure that returnees and their receiving family members are well informed on the process of reintegration and provision of reintegration support.
  • Receive returnees from the airport upon request and make logistical arrangements from pick-ups and drop-offs
  • Provide immediate cash assistance to arriving returnees 
  • Ensure proper and confidential documentation of the livelihood assistance provided
  • Conduct screening interviews of project candidates upon request and provide detailed interview analysis
  • Submit inputs to monthly and quarterly reports
  • Regularly update the project database with relevant information
  • Support project information visits in Somalia , Somaliland, Puntland and abroad upon request 
  • Communicate with the reintegration team on any other needs of returnees identified and support the project learning process
  • Maintain continuous engagement and contact with returnees during the preparation of their reintegration support
  • Fully engage and advocate with local authorities and other agencies to facilitate activities that lead to returnees attaining their sustainable durable solutions.
  • Conduct Joint Monitoring Visits with the government 
  • Ensure and maintain good relations between the local community, authorities and DRC in relation to reintegration activities.
  • On needs-basis support the protection and livelihood team in the delivery of response based on agreement between the project coordinator and team leaders
  • Perform other related duties as requested by supervisor

Experience, Education and technical competencies: (include years of experience) 

  • At least 3 years of relevant work experience in the protection and livelihood sector
  • University degree in agriculture, business administration, social sciences, or any related area. 
  • Specialized training on livelihoods 
  • Proficiency in Somali is required
  • Very good command in English language (written and spoken) essential.

Reporting to:     Team Leader – Protection

Duration:            4 Months with possibility of extension based on performance and funding

Contract:   This position is graded as Band H-None-Management for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff
