The Danish Refugee Council (DRC) / Danish Demining Group (DDG) are an international humanitarian organization implementing relief and development activities in more than 30 countries. DRC/DDG is a non-governmental, non-political and non-religious organization and, in DRC/DDG, people’s right to a life with dignity is central to all that we do. DRC/DDG has been operating in Myanmar since 2009, responding to humanitarian needs of Internally Displaced Persons (IDPs) and conflict-affected populations by providing shelter, NFIs, livelihood support, humanitarian mine action and community assistance. The DRC / DDG programme is rooted in a strong protection outreach that includes protection monitoring, tailor-made assistance and programmatic integration through humanitarian mine action (HMA) including provision of Mine Risk Education (MRE) and Non-Technical Survey (NTS) in the most contaminated and conflict-prone areas of Myanmar.

Finance Officer (1 post)

Overall purpose of the role:
- Fulfil daily financial accounting tasks and assist in coordinating financial functions and services
- Producing relevant financial reports on a regular basis
Geographic scope: Area (Northern Shan)
This role has a base focus and ensures compliance to DRC procedures and guidelines at base level. The role contributes to the development of base strategies, which are translated into action plans and day-to-day tasks.
Main Responsibilities:
Transfers and payments
- Compile weekly Cash Forecasts and Cash Transfer Request for Base, and liaise with Namhkan finance for monthly CTR if needed
- Ensure timely payments of all program expenditures and proper recording of all financial transactions in both online and offline transactions;
- Regular monitoring the expenses requested are in line with the project budget and budget availability and update regularly commitment overview and allocation tools;
- Support programme staff at field level with payments/cash transfer;
- When necessary, follow the programme team to field to support making program related payments.
- Ensure to handover the related financial documents as keep record and compile the DRC financial rules and regulation
Accounting
- Ensure all expenses enter the DRC Dynamics in time and of highest quality
- Ensure all cash/bank accounts statements are reconciled
- Ensure financial procedures are understood and adhered to by staff, for example, making available corresponding documentation, policies and procedures;
- Ensure daily recording of expenditures into financial matrixes, e.g. cash book, daily manual cashbook, etc., and end of the month expenditures closing and reporting to the SS Team Leader;
- Ensure all financial documentation is properly filed, and easily available for eventual audit;
- Organize and prepare daily, weekly and monthly cash count including emergency money with Finance Coordinator.
- Ensure to send the monthly original financial documents (including scanned file) to Yangon office according to deadline.
- Regular coordination with Namhkan finance and Yangon finance team for any requirement.
Budget control, planning and reporting
- Ensure money is available for program implementation through cooperation with banking services and ensure proper cash handling procedures
- Maintain accurate Cash Books and updated with daily transactions in accordance with the DRC guidelines;
- Verify the Advance and Order Requests submitted by team;
- Monthly financial report (with all supporting documentation attached to it and scanning all the required financial documents)
- Review and make payment for staff advances, per diem payments and expense claims;
- Review and payment of invoices / bills in timely manner ensuring all necessary paperwork accompanies all transactions;
- Maintain a proper filing system, keep all records for project activities & policies in all aspects of finance policy and practices;
- Conduct ERP training and assist technical support to newly staff, share update financial information to all staff if needed.
- Actively participant in monthly Lashio team meetings and provide the proper financial issues.
- Assist to Finance Coordinator and SS Manager in Monthly Operation Report for Finance Related reports.
- Check BFU/TDL every month for all projects and advise on any re-bookings required, working in close coordination with project responsible staff and PM;
- Ensure all programme staff are fully trained on DRC financial procedures and systems, providing refresher training whenever needed to ensure their compliance with the procedures and systems.
- Assist the necessary information to submit the monthly financial report to the Area Manage, relevant budget holders and country office in a timely manner
- Liaise closely contact with the finance team at the country office.
- Liaise with partners to assist with Grant department for joint activities.
- Perform any other relevant tasks as requested by Line Manager and / or Technical Line Manager
Required Experience and competencies:
- Minimum 2 years of relevant work experience in financial/accounting field
- Advanced proficiency in Excel
- Familiar to use accounting system
- Qualification of LCCI level-II
- Basic proficiency in PowerPoint and Word
- Advanced English proficiency
- Experience in working in NGOs

Offer:
