ICMP Mandate

The International Commission on Missing Persons (ICMP) is an international organization that endeavours to secure the cooperation of governments and others to account for missing persons from conflict, human rights abuses, disasters, organized crime, migration and other causes. ICMP is headquartered in The Hague, The Netherlands.

Background Information

ICMP will work on a project to provide assistance to Ukraine’s Commission on Missing Persons and relevant authorities to investigate missing persons cases in accordance with international norms and standards. The project focuses on the following:

  • Strengthening the capacity of the Commission on Missing Persons to investigate missing persons cases in line with international standards and ability to implement a large-scale, missing persons program
  • Enabling Ukraine to launch a central record on all missing persons, and
  • Providing operational support to enable Ukrainian authorities to collect data directly from families of the missing.

The beneficiaries of the project include families of the missing, civil society, national stakeholders.

Reporting to the Senior Program Coordinator, and working closely with the Program Coordination and Impact unit at HQ, the Monitoring, Evaluation, Accountability, & Learning (MEAL) Officer's main duties will include the following:

  • Leads the design of “SMART” objectives, logic models, monitoring frameworks, and evaluation plans for new grant initiatives and during work-planning process with program staff
  • Plans, implements and evaluates program outcomes; monitors and analyzes program development and implementation; reviews relevant documents
  • Identifies problems and issues such as disparities between actual and planned activities to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions as necessary
  • Generates M&E processes and survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues/correlations and prepares conclusions
  • Researches, analyzes and presents information gathered from diverse sources
  • Organizes and prepares written documents, e.g. drafts donor reports, background papers, provides analysis, inputs to publications, etc.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies
  • Ensures program staff understand and adhere to the age, gender, and diversity (AGD) approach and accountability standards in program delivery
  • Prepares and leads a MEAL training workshop for all newly hired program staff to increase understanding, awareness and capacity of staff in the area of M&E and reporting
  • Other related duties as assigned
