SCOPE OF WORK:
As a member for the Global Finance Team, the Regional Finance Deputy Director for Resettlement, Asylum and Integration (RAI) Europe region provides RAI regional leadership and management necessary to ensure that the organization has the appropriate financial infrastructure and systems in place at the field programs to support the strategic vision and mission of the organization. S/he will contribute to the development of RAI program strategic and operational plans and be accountable for ensuring and monitoring delivery against the financial plans through targeted and comprehensive financial analytical review. The Regional Finance Deputy Director is responsible for overseeing the financial and accounting management of the RAI’s Europe programs offices (currently Italy, Serbia, Bosnia & Herzegovina, Greece, Germany and the UK). Emphasis will be placed on maintaining financial management practices and systems that are compliant with the EU, US and local laws as well as donor requirements but are also conducive to effective implementation of field programs.
As Regional Finance Deputy Director, s/he will have responsibility for all aspects of strategic and operational finance across the RAI Europe region, acting as the principal finance business partner to the Regional Director, RAI Europe as well as conforming to IRCs financial control environment and CFO standards and objectives.
Based in a mutually agreeable location in Europe (IRC locations), the Regional Finance Deputy Director will have dual reporting line to the RAI Europe Regional Director and Director International Finance.  S/he will supervise Regional Senior Finance Manager based in Serbia and work closely with the RAI countries-based Finance Managers, country leads (Head of Program Germany, Head of Offices in Serbia and Greece, Program Coordinator in Italy, RISE Project Manager in the UK) as well as regional counterparts in Resource Acquisition and Management (RAM), Global Supply Chain (GSC), Human resources (HR), Information Technologies (IT) and other functional departments. The Regional Finance Deputy Director will be the principal liaison between RAI Europe and IRC NY on all finance, accounting, grant budget management, and cash management matters.
KEY AREAS OF ACCOUNTABILITY:
Strategic Planning & Financial Analysis
•Provide financial information which supports the Regional Director in making business decisions in line with IRC and RAI Program strategies;
•Provide strategic analysis on the overall financial health of the RAI Europe program offices to the Regional Director and HQ Finance, and collaborate across the regional teams and with RAI Europe program offices on corrective actions and support plans;
•Contribute to preparation and consolidation of the regional operating budget, review and provide feedback on annual country operating and grant budgets; including preparation of budget guidelines to assist country leads in formulating budgets.
•In compliance with donor requirements and IRC policy develop the “Field Operations/Overhead” budget and recommends a methodology for allocation of overhead to grant budgets; Prepare the annual and monthly cash budgets based on approved funding.
•Support in-country finance and programs with the review of actual to budget expenditures with the Europe Program Director and country leads.
Controllership
•Provide high quality financial and accounting support to IRC to ensure:
•RAI Europe program offices provide accurate and timely recording of accounting transactions
•RAI Europe program offices financial controls are in place and adhered to
•RAI Europe program offices comply with IRCs financial standards and with funding source policies, procedures, and requirements.
•Regional team has visibility on financial health of RAI program offices
•Prepare and review internal and external financial reports and ensure that management at headquarters and the regional and program office level are kept abreast of financial related issues of their programs;
•Provide technical guidance and support to RAI Europe program offices’ Finance and Program staff as requested;
•Ensure timely dissemination of new initiatives and polices to the RAI program offices and monitoring of implementation; 
•Develop an expertise on the rules and regulations of all donors relevant to RAI Europe, and provide guidance in the area of donor compliance;
•Manage the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by HQ and donors.
•Responsible for day-to-day financial management of RAI Italy, including bank activities, preparation of Cash Transfers requests to New York, development of grant budgets, and any other financial related process/task.
•Assist with development or develop grant budgets and their revisions for any other RAI Europe Program office as required.
•In compliance with IRC policy establish policies regarding authorization matrices for the country offices and for the RAI Europe Region.
Financial Systems & Business Process Improvement
•Contribute to discussions on financial policy issues including the maintenance and development of the International Finance Manual;
•Contribute to establishing finance and supporting function policies, systems and procedures to ensure alignment between IRC policies and EU donor/local legal requirements specific to RAI Europe context; Ensure documentation and implementation.
•Serve as an Integra Super User and support the roll-out of the new system which will include training and technical support. 
Regional Finance Support and Risk Mitigation
•Conduct periodic support visits to RAI Europe program offices following an approved scope of work;
•Provide guidance for preparation and review all financial reports prior to submission to either the donor, IRC Germany or IRC-UK;
•Respond to ad hoc requests made by the Controller, the Director International Finance, the RAI Europe Regional Director, RAI HQ Management, or RAI program offices;
•Monthly reviews of the financial health and risk identification shared with the Regional Director for action;
•Proactively identify potential risks and develop mitigation strategies in conjunction with the Regional Director;
•Internal/External Audit closure and corrective action plan development and tracking;
•Attend all audit opening and exit meetings for audits conducted in region.  
•Perform the final financial review of the proposal document prior to approval and submission to the donor.
•Participate in regional SMT with strategic thinking, risk analysis and other engagement as needed.
•Design, implement, and monitor systems, procedures and reporting necessary to maintain on current basis accurate forecasts of cash requirements for meeting future spending, including commitments entered into and which obligate IRC to future spending.
Training & Staff Management:
•Develop and implement staff orientations and training program for RAI Europe finance staff to ensure staff development and minimize IRC’s exposure when staff are absent or depart.
•Oversee training and technical support to Europe program, logistics and administrative staff for skills improvement in the areas of accounting, reporting and internal control.
•Day-to-day hands on support to RAI Europe finance staff.
•Bridge the staff skill gap and be ready to cover and to deploy to the program office in case of staff absences.
