The IRC has been present in Liberia since 1996 serving as a lead partner in the health sector. The country program supports the Ministry of Health (MOH) in strengthening the health care systems and service delivery at all levels in accordance with the MOH national standards.

In recent years, IRC Liberia has deepened its commitment to supporting both local civil society organizations and community groups in their recovery efforts - first from the devastating civil war and now from the Ebola crisis. The Supporting the roll out and promoting the uptake of the COVID-19 vaccine in Liberia project will support the Ministry of Health (MoH) at national, County and District level to implement the National Vaccine Deployment Plan (NVDP).

Scope of Work

The IRC has entered into a 12-month agreement with European Union (‘EU’), for Supporting the roll out and promoting the uptake of the COVID-19 vaccine in Liberia. This project will help the GoL roll out and promote the uptake of the COVID-19 vaccine, through technical assistance, social behavior changed communication support and operational supports. This project will increase the COVID-19 uptakes in underserved districts and strengthening communities’ capacity to encourage citizens to get vaccinated and monitor their wellbeing. This action will result in reduced COVID-19 related morbidity and mortality amongst the population.

Supporting the roll out and promoting the uptake of the COVID-19 vaccine in Liberia Activity Implementation Overview

IRC will support the County Health Teams to design vaccination plans for healthcare workers and implement them. These plans will be reviewed to ensure the following: They are in line with the NDVP, include a priority for healthcare workers, especially those in hard-to-reach areas, and for other extremely vulnerable population groups including the elderly. To include a plan for 2nd dose vaccinations as appropriate, community feedback mechanism, provision for the capture, monitoring and use of DHIS data, outline how adverse events will be captured and reported. They outline how adverse events will be captured and reported, vaccine center, community supervision and support District Health Teams to apply these COVID-19 vaccination plans at their level.

Essential Functions

Specific responsibilities include, but are not limited to:

Monitoring and Evaluation

  • Asist the development of the annual implementation plan and activity monitoring, evaluation and learning plan for the project.
  • Develop monthly and quarterly perform dashboard and share with program staff for decision making
  • Have a thorough understanding of the operating context, the COVID-19 vaccine roll out and uptake indicators and the project’s reporting requirements.
  • Work closely with the Sr. M&E Advisor, Grants Manager and Program Coordinator to develop the plans for engaging with CHTs and stakeholders at county level.
  • Ensure that barrier Analysis Study on vaccine uptake and vaccine resistance and other relevant project indicators are incorporated.
  • Facilitate the alignment and integration of the project Annual Implementation Plan activities with that of the CHTs operational plans for 2021/2022.
  • In liaison with the Sr. Grants Manager, plan and conduct the Annual Implementation Plan validation with the stakeholders and get it endorse by the MOH

Reporting

  • Work with the Sr. Grants Manager to finalize the matrixes for the Annual Implementation Plan and M&E plan and the narratives for submission to ECHO
  • Share final approved documents with all field teams to guide implementation.
  • Develop a simple indicator tracking matrix for the county teams and orientate CHTs M&E officers on its use
  • Contribute to the preparation of presentations required for meetings of ECHO, MOH & CHTs
  • Provide weekly/monthly M&E updates of activities covered on the project
  • Assist the Program Coordinator with the preparation of project reports by drafting or reviewing narratives, Success Stories, and preparing graphs, etc.
  • Attend and participate in the program’s coordination meetings and other related TWG meetings at the national level – either alone or together with other relevant team members
  • Ensure that approved copies of the implementation plan and M&E are loaded unto ECHO development portal.

Other duties

  • Perform other tasks as requested by Program Coordinator, CD, PD.
  • Support Program Coordinator and Grants to develop/design proposals and plans for quarterly and annual surveys/ studies.
  • Recruit and train enumerators during quarterly, annual data collection exercises.
  • Document and disseminate lessons learned for decision making and adaptation.
  • Plan and lead small studies or surveys barrier on vaccine uptake and vaccine resistance.
  • Collaborate with project team and external stakeholders in preparation for baseline studies, evaluations, and special studies.
