Background of the Project

Child sexual abuse is a violation of human rights and a major global public health problem; in emergencies, this is exacerbated. In 2012, UNICEF and the IRC launched Caring for Child Survivors of Sexual Abuse: Guidelines for Health and Psychosocial Providers in Humanitarian Settings (CCS). The CCS Training Package was subsequently developed and launched in 2015. The CCS Guidelines and Training Package responded to a gap in global guidance for providing care and support to child survivors in humanitarian settings. Based on global research and evidenced-based field practice, the Guidelines and Training Package brought a much-needed practical approach to helping child survivors and their families recover and heal from the devastating impacts of sexual abuse.

Since the launch of the CCS Guidelines and Training Package, a number of additional resources have been developed and disseminated by the inter-agency Gender-Based Violence (GBV), Child Protection (CP), and Health communities. In addition, the implementation of CCS Guidelines and Training Package across various humanitarian settings has revealed several gaps in practical guidance for responders to safely and adequately care for child survivors. The IRC together with UNICEF are working to build upon updated literature, existing inter-agency resources, and learning from implementation to update the existing CCS Guidelines and Training Package. The CCS Consultant will be responsible for designing and developing the updated CCS Guidelines and Training Package.

Scope of Work:

The CCS Consultant is responsible for designing and developing the updated CCS Guidelines and Training Package, inclusive of:

  • Writing all technical content, inclusive of training materials, based on key findings from field consultations and sound knowledge of and practical experience with the existing CCS Guidelines and Training Package and expertise in GBV and CP in humanitarian settings;
  • Building upon and creating linkages to relevant inter-agency GBV, CP and other sector resources for humanitarian settings;
  • Ensuring clarity, practicality, and user-friendliness of the updated Package through workshops with field-based actors across multiple contexts; and
  • Facilitating review processes for the full drafts of the updated CCS Guidelines and Training Package and incorporating feedback in consultation with the CCS Implementation Team.

The CCS Consultant will be guided by the CCS Implementation Team and CCS Technical Review Committee, both consisting of colleagues from the IRC and UNICEF, as well as an interagency Advisory Board.

Deliverables

  1. A detailed outline of the revisions to be undertaken for the CCS Guidelines and Training Package and associated workplan (approximate deadline: 17 September 2021).
  2. An update on the status of the revisions for the CCS Guidelines and Training package, inclusive of chapters and modules that have been updated or developed and documentation of questions, challenges, and other issues arising and suggestions for how to address these (approximate deadline: 29 October 2021).
  3. A draft version of the updated CCS Guidelines, inclusive of updated fact sheets, pre-/post-test and answer key, staff supervision and monitoring tools, and case management forms (approximate deadline: 30 November 2021).
  4. A draft version of the updated CCS Training Package, inclusive of updated modules aligned to the content of the updated CCS Guidelines, sample training agenda(s), and facilitator’s guide (approximate deadline: 31 December 2021).
  5. A final version of the updated CCS Guidelines, inclusive of updated fact sheets, pre-/post-test and answer key, staff supervision and monitoring tools, and case management forms (approximate deadline: 31 January 2022).
  6. A final version of the updated CCS Training Package, inclusive of updated modules aligned to the content of the updated CCS Guidelines, sample training agenda(s), and facilitator’s guide (approximate deadline: 28 February 2022).
  7. A presentation providing an overview of the updated CCS Guidelines and Training Package (approximate deadline: 12 March 2022).
