Impact Malaria Program

The US Presidents Malaria Initiative (PMI) Impact Malaria project is PMI's flagship global malaria service delivery project, helping to improve the quality and increase the delivery of malaria diagnosis and treatment services in up to 27 countries around the world. PMI Impact Malaria is a USAID contract hosted and led by PSI as the prime contractor.

PMI Impact Malaria works with national malaria control programs to help tackle these challenges by:

• Closing the gaps in malaria service delivery to get the right medicine, with the correct diagnosis, to patients in need, in the timeliest manner.
• Unlocking the potential of key drug-based approaches, by helping countries to introduce, implement, and scale-up proven innovations to move countries forward in their elimination efforts, according to each country's unique malaria situation.
• Strengthening malaria health systems and the use of data for decision-making to link operational research and country-led dialogue with global technical leadership for the means of accelerating service delivery improvements and advancing key learnings.

The PMI Impact Malaria (IM) team is a results focused, multi-disciplined and multi-cultured team, based out of Washington DC, working through PSI country offices as well as through our partners Jhpiego, MCDI and UCSF.

The PMI Impact Malaria (IM) project under Population Services International (PSI) seeks a Monitoring and Evaluation Officer to join the team and support all aspects of M&E and Operational Research of the project. The right candidate will have global health monitoring and evaluation (M&E) and operational research experience, loves data and mentoring and building capacity in M&E and enjoy a challenge!

Responsibilities

Your contribution

Technical support:

• Provide M&E technical support across IM's technical portfolio including supportive supervision, iCCM, malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), and training
• Contribute to technical meetings and development of project-wide/global “goods” or documentation, bringing an M&E and/or operational research lens to the discussion
• Provide technical guidance on M&E related issues for work planning and quarterly technical/data reviews
• Support country M&E teams with technical review of guidelines, training materials, SOPs, data analysis plans and other technical documents
• Lead M&E aspects for work plan development, bringing an M&E lens to country work plan development
• Lead in routine data analysis and interpretation and promote and support the regular use of data for program improvement
• Analyze routine monitoring data to provide evidence to develop impactful, innovative malaria service delivery interventions and ensure continuous improvement, with a particular focus on the use of programmatic dashboards for decision making

Capacity Building:

• Provide M&E support and mentorship on an ongoing basis
• Mentor and strengthen the capacity of country M&E staff in work plan development, PMP development and finalization, indicator review, quarterly technical reviews, data analysis, data visualization and presentation, internal country level M&E planning
• Lead periodic standing M&E team meetings providing global updates and encouraging cross-country learnings
• Build the M&E capacity of both local organizations and the government to design, implement, and monitor M&E activities, develop an M&E plan and use malaria case management and surveillance data effectively across various levels of the health system.
• Support the HQ team's capacity on the use of PMI Impact Malaria's DHIS2 project monitoring system, including data visualizations (use of the system, data visualizations)

Project Monitoring:

• Work closely with country M&E staff on M&E support including timely reporting to PMI on a quarterly and annual basis
• Lead M&E components of routine project reporting including the project's M&E Plan, annual work plans, quarterly reports, annual reports and end of project reports
• Prepare for and support HQ Deep Dives and country level Technical Review meetings**Qualifications**

The basics

• At least a Masters degree (with 5+ years of experience) in public health or a related field.
• A minimum of 5 years of experience in research and/or monitoring and evaluation of malaria interventions or other public health programs
• Proven experience designing M&E frameworks, including routine data collection, data quality assurance, and promoting data for decision-making and data use (preferably for public health interventions)
• Practical experience of using management information systems such as DHIS2
• Demonstrated ability to work independently, be highly organized, and comfortably work on multiple simultaneous projects
• Excellent project management, written, verbal and inter-personal communication skills
• Excellent qualitative and quantitative research and analytical skills.
• Experience working on US-government funded projects and managing these working relationships
• Experience working with Ministries of Health and other government stakeholders in low- and middle-income countries
• Ability to interpret data and explain findings to non-technical audiences.
• Proven experience mentoring and/or training teams and developing their technical capacity.
• Working proficiency in French strongly preferred
