Jhpiego is hiring for the position of Senior Program Officer -TB for its flagship health systems strengthening project NISHTHA. One of the critical components of the project, is integrating TB services at Health and Wellness Centres (HWCs) for ensuring decentralised TB services closer to the communities. The incumbent will be based at Delhi and will provide technical and managerial expertise to shape the strategies and activities for providing Technical Assistance to intervention states (especially the northeastern states) under NISHTHA project to strengthen comprehensive primary health care in an integrated manner by integrating TB services within HWC platforms. The position will report to Sr. Advisor, Partnerships and TB and is a fixed-term position till May 2023, with a scope of extension based on continuity of funding.

Role and Responsibilities:

Provide technical expertise:

• Provide technical insights and expertise on TB to develop and shape the strategies for providing comprehensive primary health care in NISHTHA states (especially in the North eastern states)
• To liaison and support the Government at National and State level as per the need to develop and execute strategies for integrating TB services within the HWC platform
• To represent NISHTHA at various forums as technical expert on TB at National and State level

Program Management:

• Liaison with National and State government to take forward the NISHTHA project agenda on integrating TB services within HWC platform.
• Liaison and provide technical guidance to State Team Leads, Program officers on integration of TB services with HWC platform.
• Develop strategies for training and capacity building of healthcare providers and front-line workers on TB services
• Support the NISHTHA state level teams to execute training and capacity building of government healthcare providers and front-line workers in collaboration with state government
• Provide technical expertise in reviewing, developing the technical contents for communication materials, job aids and tools for the community, healthcare providers and front-line workers on CPHC, and TB
• Develop innovative strategies for ongoing capacity building of government front line workers and healthcare providers
• Monitor the integration activities for TB services within the HWC platforms in 12 NISHTHA states

Technical Expertise in documentation, and monitoring:

• Provide technical support in developing various lessons learnt documents under the project
• Provide technical expertise in measuring the results of integrating TB services within the HWC platform.
• Provide technical expertise in training and capacity building efforts and document the lessons learnt

Abilities/Skills:

• Experience and demonstrated ability of working with government health programs, counterparts and systems.
• Proficiency in writing technical and programmatic documents.
• Technically proficient with up to date skills required for the assigned task.
• Excellent verbal and written communications skills
• Skilled in communicating face-to-face with different stakeholders, and through various platforms
• Ability to handle a variety of assignments under pressure of deadlines.
• Proficiency in computers – MS Office.
• Ability to travel up to 40% of time
• Ability to join early would be an added advantage.

Qualifications/Knowledge and Experience:

• MBBS, BDS, BAMS, BHMS with MPH, DPH, PGDHM is essential
• At least 5-7 years professional experience in public health, including field experience in National TB Elimination Program
• Prior experience of working with National TB Program at national or state level is essential
• Familiarity with the Indian health system, newer initiatives in disease surveillance including IHIP and relevant programs like IDSP, NHM, Ayushman Bharat- Health and Wellness Centers etc.
• Experience in working with a team of diverse professionals
