Background

The International Renewable Energy Agency is an inter-governmental organisation headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries. At present, IRENA has 164 Members (163 States and the European Union) that acceded to its Statute, and 21 additional States in the process of accession and actively engaged.

The Project Facilitation and Support (PFS) Division is a newly formed division of IRENA that integrates all the previous initiatives of the Agency related to project facilitation. It has an ambitious goal to achieve a tangible impact by facilitating funding and investments for promising projects, co-organising regional investment forums with matchmaking events, and fostering cooperation between international institutions that have compatible objectives. One of the main objectives of PFS is to organise IRENA’s contribution to the Climate Investment Platform (CIP), a joint initiative of IRENA, the Green Climate Fund (GCF), the United Nations Development Programme (UNDP) and Sustainable Energy for All (SE4All). The activities include the preparation of bankable projects that contribute to renewable energy transitions, support CIP partners who can further projects to achieve financial close, and the organisation of international and regional matchmaking events where project owners, lenders, investors and donors can meet. Other activities include the development and promotion of IRENA’s project facilitation services. PFS further manages IRENA’s partnership with the Abu Dhabi Fund for Development (ADFD) and the development of a new funding facility. All these initiatives have in common that they help to attract investments in the renewable energy sector and provide support that is directly relevant to projects.

To support the above-detailed workstreams, and in particular the operationalisation of the CIP, IRENA is establishing a roster of Consultants with specific skills in renewable energy project financing, development and assessment. The roster of Consultants is envisaged to include consultants with various technical expertise and geographical experiences and networks particularly in the following region\: Latin America

  1. Scope of Work

Under the direct supervision of the Acting Lead of the CIP, the Consultant will support the Agency’s work related to renewable energy investment scale-up by broadly undertaking some or more of the following work elements\:

  • Provide assessment and review of project proposals received through the CIP with the view to\:
    • Determine technical feasibility and financial soundness of projects for bankability, investment readiness and requirements necessary to be introduced to potential funding partners based on available information and documentation provided by project proponents and/or owners;
    • Analyse macroeconomic conditions, local markets, risk profiles and investment opportunities in the given geographies, including challenges/barriers and drivers/opportunities for each project;
    • Undertake complex financial modelling for renewable energy projects, including preparation and review of financial models;
    • Directly engage with project owners and proponents to collect the required information and to develop a thorough understanding of the project;
    • Prepare assessment reports for projects, which will be reviewed by a panel of experts, to finalise the decision on supporting the project by IRENA.
  • Prepare and develop bankable Project Information Documents (PIDs) based on the established template of IRENA and the project documentation provided. PIDs are subject to review by a panel of experts. The consultant may need to provide a maximum of two iterations of the PID before it is envisaged to be final and ready for IRENA’s matchmaking process.
  • Provide advice regarding the sourcing of potential projects and partners from the geographical location of expertise of the Consultant; and devise approaches and strategies for the origination of projects and partners that are interested in actively participating in the CIP.
  • Provide related advisory services as requested.
  1. Deliverable

After the selection of the Consultant to be listed on IRENA’s roster of Consultants for Project Facilitation and Support, the specific deliverable for the Consultant will be discussed as per IRENA’s needs.

  1. Timeline and payment

The consultancy assignment may vary in length and completion dates are to be determined.

The consultancy assignment is envisaged on a retainer basis with a possibility for extension depending on further work requirements.

Remuneration will be based on the established payment scale of IRENA for consultancy assignments depending on years of relevant professional experience and qualifications of the Consultant.

The payment will be based on the delivery and acceptance of the specified work agreed with the Consultant by the Acting Lead of the CIP. Supporting timesheets/delivery reports must be provided at the issuance of the invoice by the Consultant.

The payment can be revoked if the deliverables do not satisfy the criteria outlined in this ToR and specifically agreed with the Consultant on the exact work to be undertaken.

The consultancy will be provided remotely. Costs for any future travel requirements under this contract will be covered by IRENA and in accordance with IRENA’s established travel guidelines.

  1. Requirements
  • A minimum of ten and fifteen years of professional experience for mid-level and senior-level consultancy assignments, respectively, working on project development and assessment, project finance, energy financing, development funding or renewable energy technology deployment and financing. Part of this experience must be with the private sector (such as investment banking, investment management, infrastructure and project development for renewable energy).
  • Must have a university degree relevant to the scope of work.
  • Must have an excellent command of written and spoken English.
  • Must have excellent skills in writing, drafting, structuring of information and graphical representation of complex data.
  • Must have proven ability to cooperate and communicate diplomatically in multicultural environments.
  • Fluency in other IRENA languages, particularly Spanish, may be desirable.
