Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 35,258.- JOD yearly.

Introduction

Better Work Jordan was established in Jordan in 2008 and started operations in 2009 at the request of the Jordanian government.  Better Work Jordan is a comprehensive programme bringing together all levels of the garment industry to improve working conditions and respect of labour rights for workers, and boost the competitiveness of apparent business. A key objective and strategy of Better Work is to leverage the influence and financing of buyers to improve working conditions in factories.  A second goal of BW has been to promote transparency and public reporting as a tool to create further incentives for factories to improve their labour standards. 

As BWJ enters the third phase of its program, it seeks to build on its successes, as well as to address the challenges that are before both the program and the garment industry in Jordan.  The main outcomes that BWJ seeks to accomplish in this phase are threefold: to expand and optimize the program’s offering of core services, to strengthen the capacity of the employers’ association and the unions and to promote processes of social dialogue at the factory level, as well is to help strengthen national institutions.  Recognizing the importance of sustainability and ownership, Better Work Jordan has amplified its collaboration and capacity building efforts. For example, BWJ has signed a Memorandum of Understanding with the Jordan Chamber of Industry as well as The Jordan Garments. Accessories and Textiles Exporters’ Association.  As part of these efforts, BWJ aims to continue enhance the capacity of employer institutions as well as individual employers to promote decent working conditions at the enterprise level as well as improve the sector’s competitiveness. 

Reporting lines:

Under the general supervision and the technical guidance of the Better Work Jordan Programme Manager, the National Project Coordinator (Employer Relations) will  also work closely with all members of the Better Work Jordan team,. The overall technical backstopping is done by Better Work Global and the Decent Work Team at ILO Regional Office for Arab States (ROAS). Description of Duties

1. Coordinate Better Work Jordan’s intervention to build the capacity of employer institutions, individual enterprises, and selected Business Development Service providers to promote decent working conditions and productivity enhancements at the enterprise level –including in Small and Medium Enterprises (SMEs)- and to improve the sector’s competitiveness. 

2. Maintain close cooperation and coordination with the Syndicate of Garments and Textile Factory Owners, the Jordan Garments, Accessories and Textiles Exporters’ Association (JGATE), the Jordan Chamber of Industry (JCI), Irbid Chamber of Industry, Zarqa Chamber of Industry, Amman Chamber of Industry, as well as relevant stakeholders to strengthen their capacity in the planning and implementation of the activities related to this intervention, including developing a workplan in relation to the existing MoU, and updating and revisiting the MoU when it expires. 

3. Maintain close cooperation, ensure regular communication with top and middle management in factories and, according to needs, conduct training targeting relevant staff in factories.

4. Conduct Training of Trainers activities for JCI, JGATE and other business intermediary association staff, as appropriate, in order to build local capacity in national institutions for delivering relevant training services for the sector.

5. Promote and mainstream gender equality throughout the project implementation.

6. Coordinate the activities with employers and ensure timely implementation, monitoring and evaluation -in cooperation with Programme Manager, including provision of technical and administrative supervision to the project team and consultants in line with the ILO policy, rules and regulations and the projects needs.

7. Support the employer institutions in developing a workplan to establish a solid relationship and improve communication with international buyers. 

8. Identify problems, propose solutions and action and follow-up with BWJ team, relevant departments at headquarters and regional office, government offices, constituents and other organizations (including IOE and ITC) to identify synergies, expedite implementation and meet targets.

9. Establish and develop knowledge management system covering technical activities under the project. 

10. Develop and maintain strong links with ILO specialists on specific technical areas requiring comprehensive and collaborative interventions.  

11. Periodically report to donors, monitor and facilitate the evaluation of all project’s components according to the project document and work plan, Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.

12. Support the development of communication products to increase the project’s visibility at the national and international levels.  Maintain relations with mass media and concerned media groups in order to increase the impact of the project in the society as a whole. Contribute to information (news, project updates) to the various ILO knowledge sharing platforms (ILO website, ILO ROAS website, BWJ website).  Participate in the development of project research and publications.

13. Represent the intervention in various fora such as Project Advisory Committee or Stakeholders’ forum. Coordinate and participate in the organization of conferences, seminars, workshops, training sessions and meetings. Serve as a resource person to the project’s partners and during conferences, seminars and workshops, training sessions and meetings. Support training activities and identify or adapt training materials to the national context for capacity building and knowledge sharing.

14. Perform other duties as may be assigned by the supervisor. 

Required qualifications

Education

First level university degree in business management, economics, international studies, or related field.

Experience

Minimum three years of experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements (including meeting deadlines, achieving targets, managing project staff or consultants, and overseeing the preparation and submission of required reports to the project donor). Working experience in (or in project dealing with) Employers and Business Membership Organizations is an asset. Working experience in the garment sector is an asset.

Languages

Excellent command of English and Arabic. Command of language(s) spoken by migrant workers (e.g. Bangla, Indian and Sri Lankan) is an asset.

Competencies

  • Good knowledge of business management, labor and employment trends as well as challenges related to labour relations .
  • Ability to understand and effectively work with Government, workers and employers organizations, non-government organizations and UN agencies.
  • Demonstrated ability to manage technical cooperation projects of international organizations or/and US-funded projects.
  • Ability to conduct policy discussion and high-level political processes.
  • Excellent communication skills, both written and verbal, to successfully advocate for and mobilize action to promote decent work at the workplace, the sector and the national levels.
  • Clear commitment to mainstream gender into project activities.
  • Ability to lead and work in a team and good interpersonal relations.
  • Ability to train and guide personnel.
  • Ability to work under time pressure and meet deadlines.
  • Ability to work in multicultural environment.
  • Knowledge of and ability to use computers, including Microsoft Office applications.
  • Ability to work independently with a minimum of supervision.
