Background

The COVID-19 crisis has hit the Albanian economy severely, with a sharp decrease in tax revenue, an upsurge in debt, and loss of jobs, at the same time, the country was still recovering from the late 2019 earthquake. To address such challenges, the Ministry of Finance and Economy offered support to private businesses and employees affected by the COVID-19 crisis, under the Economic Recovery Programme

UN Albania socio-economic recovery and response plan, technically coordinated by UNDP https://www.al.undp.org/content/albania/en/home/library/crisis_prevention_and_recovery/un-albania-covid-19-socio-economic-recovery---response-plan.html complements the Government of Albania National Response Plan and the National Strategic Preparedness & Response Plan (SPRP), issued in February 2020 and updated in May 2020.

As governments take urgent action to address COVID- 19 and its related impacts, there is an unprecedented opportunity to accelerate transition to green and resilient economies that keeps warming below 1.5oC, while also advancing the goal of more equitable and inclusive societies. Nationally Determined Contributions (NDCs) and other related climate change plans (e.g. National Adaptation Plans and Long-Term Strategies) can serve as an important lighthouse to guide countries’ recovery efforts in greening these economic stimulus plans.  Countries’ climate pledges have already outlined how to transition to green and resilient pathways that help spur economic growth and job creation, while aligning with national development objectives and the Sustainable Development Goals (SDGs).

UNDP launched its Climate Promise in September 2019, with the aim to support at least 100 countries to enhance their NDCs ahead of COP26.  Since its inception, the Climate Promise has become the world’s largest offer of support on NDC enhancement, supporting over 115 countries in partnership with over 35 partners.  Through this work, it is clear that many countries are already recognizing the links between NDC and green recovery processes, with over half of Climate Promise countries making this explicit link.  At the same time, more support is requested. 

As such, UNDP is initiating a new component of the Climate Promise which specifically aims to scale-up its offer to help countries leverage climate action for stronger COVID-19 recovery and sustainable development. The integrated approach builds on UNDP’s extensive portfolio on climate change and development, and its role in leading the UN system’s support to help countries cope with the socio-economic impact of the health crisis. Targeted support will be provided to up to five frontrunner countries under the Climate Promise, to further boost and leverage ongoing progress and processes. The selection of these countries will consider the potential for replication and scaling up of successful measures as well as the systematic diffusion of key findings to other countries. The project aims to be rolled out in two phases, with a scoping phase in 2021 to develop overall strategic approaches and a pilot phase starting in mid-2021 running through 2023.

Through this new initiative, UNDP’s offer to countries includes support across five areas:

  1. Aligning NDCs and Green Recovery policies;
  2. Aligning climate and NDC finance with recovery finance;
  3. Strengthening Capacities and Coordination between Ministries of Finance and Environment;
  4. Enhancing gender-responsive and Inclusive processes across NDCs and recovery;
  5. Building National Capacity and Facilitating South-South Collaboration

Albania is also one of the recipient countries.  A revised NDC has been drafted in a collaborative manner by Albanian institutions, led by the Ministry of Tourism and Environment, UNDP and international and national consultants. The NDC relies on the comparison between a Business as Usual scenario (BAU) and a mitigate scenario considering mitigation measures so-called the NDC scenario. Projections rely on macro-economic assumptions such as GDP and population forecast but also on historical trends, strategies and plans as endorsed at national level.

Albania’s GHG mean annual emissions, according to the national inventory prepared for the 1st Biennial Update Report (BUR), amounted to 10.8 Mt CO2e/y in the period 2009-2016. Compared to the rest of Europe, this level of emission is low. While the level of emissions per inhabitation is 8.7 t CO2e/hab in the EU-27 in 2018, the mean level of emission per capita in Albania is 3.5 t CO2e/hab in 2016.

Albania aims to reduce emissions relative to business-as-usual by 2030, with the implementation of mitigation actions in the main emitting sectors of the economy: Energy, Agriculture, Forestry and Other Land Use (AFOLU), Industrial Processes and Product Use (IPPU) and Waste. The inclusion of AFOLU, IPPU and Waste are an enhancement since the first NDC only covered Energy.

Considering all sectors, emissions for the NDC scenario (with mitigation measures) increase from 10,139 kt CO2e in 2016 to 11,978 kt CO2e in 2030, which represents an increase of +18.1%. The difference, in 2030, with the BAU scenario, is -3,170 kt CO2e, which represents a mitigation impact of -20.9%.

Overall, the mitigation actions accounted in the NDC scenario could help avoid, in total during the period 2021-2030, 16,828 kt CO2e compared to the BAU scenario. This is the cumulative effect of the emissions reduction between NDC scenario and BAU scenario.

Duties and Responsibilities

Scope of Work

The recruited national consultant is tasked to identify and design project activities following consultations with national stakeholders, country office team, and in close coordination with global consultant. Tasks will include but not limited to:  

  • Conduct a situational analysis of recovery plan. This may include research on measures proposed for COVID 19 recovery, tools that are being used, partners and government institutions leading on the measures, sectoral approaches to COVID recovery, implementation status of recovery measures capacities and resources required to roll out green recovery. Examination of NDC measures or processes and also the findings of the socio-economic impact assessment. This involves extensive consultation with national stakeholders and Economic Advisor working on the Economic Reform Programme with the Ministry of Finance and Economy under the NDC Partnership Economic Advisory Initiative. Specifically, the situation analysis should reflect the progress made under that initiative and how it can be leverage for this project.
  • Analyse information on EU Economic and Investment Plan https://ec.europa.eu/commission/presscorner/detail/en/ip_20_1811 and Green Agenda for the Western Balkans https://ec.europa.eu/neighbourhood-enlargement/sites/near/files/green_agenda_for_the_western_balkans_en.pdf and related funding instruments as well as UN Albania socio-economic recovery and response plan.
  • Prepare an analysis of gaps and opportunities for strengthening alignment between NDCs and COVID 19 Recovery.
  • Identify potential areas of support and develop a country workplan in line with 5 service lines of the BMZ proposal on NDCs & Green Recovery.

Institutional arrangements

The consultant will be reporting to and supervised by CO programme officer in charge of Environment and Climate Change and work in collaboration with team members of the Climate Strategies and Policy Team at BPPS and relevant colleague across NCE and the GPN. 

 

Duration of the Work

The consultant will be required to work for a period of up to 40 days between August to September 2021 on the above-mentioned deliverables

Required Skills and Experience

Education:

  • Advanced degree (Masters level or higher) in business administration, environmental economics, Development Economics, Sustainable Development, or related subjects.

Experience:

  • A minimum of 7 years of working experience in working with technical assistance and infrastructure projects related to Green Economy, Energy, Environment and related field;
  • Demonstrated professional experience related to public finance management and/or green economy tools;
  • Demonstrated knowledge of climate-development nexus and building blocks of green recovery;
  • Prior experience in financial instruments; green economy, green jobs and climate change related economic research, on behalf of bilateral and multilateral organizations such as UN agencies, development banks, economic consulting firms etc;
  • Good understanding of national context;
  • Strong capacity for independent and innovative research working with limited amount of data in developing country contexts;
  • Good knowledge of UN system is an advantage;

Evaluation Procedure

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.

Technical Criteria - 70% of total evaluation – max points: 700

  • Criteria A: At least 7 years of professional experience in relevant policy analysis/research or economic analyses relevant to economic development, value chains and skills – max points: 350
  • Criteria B: Minimum 5 relevant consultancy works (public policy analyses or co-benefits relevant to economic development potentials, policy research on local systems, economic development potentials, value chain analyses and/or skills development analyses) – max points: 250
  • Criteria C: Educational background– max points: 100

Financial Criteria - 30% of total evaluation – max points: 300

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Payment modality

Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the project manager.
