Background

The Bureau of External Relations and Advocacy (BERA) is responsible for positioning UNDP as the world’s leading global development network, promoting its global authority and thought leadership on sustainable development and the interconnected issues of poverty, inequality, and climate change. BERA leads and supports UNDP in building and nurturing strategic relationships and alliances essential to achieving its mission.

The Bureau of External Relations and Advocacy is positioned around three service lines; Public Partnership; Advocacy, Marketing and Communications; and Private and Finance Partners, all working in close collaboration and coordination under the guidance of the Directorate and with the support of the Management Support Unit and Strategic Analysis and Engagement team.

BERA has a robust network of Representation Offices (Brussels, Copenhagen, Geneva, Tokyo and Washington D.C.) and Regional Teams in five hubs (Africa, Arab States, Asia Pacific, Europe and CIS, and Latin American and the Caribbean) co-led with Regional Bureaux, all of which play a critical role in audience centric communications and management and strengthening of relationships with Public and Private Partners to help build a strong brand for UNDP within the local ecosystem.

Within BERA, the Advocacy, Marketing and Communications Group (AMCg) leads and manages external communications through strategy, media, digital communications, marketing, branding and global storytelling. The Brand and Marketing Team in the AMCg manages UNDP’s brand, and creates marketing products and resources to promote UNDP and the Sustainable Development Goals (SDGs), ensuring that messages resonate and gather support from audiences that span from government decision-makers to the general public.

It manages the Marketing Services Hub (MSH) which operates as UNDP’s in-house agency, managing a roster of external experts to produce marketing communications projects for teams and leverage the expertise of the Brand and Marketing team to provide high-quality communication services aligned with the UNDP brand, tone and visual guidelines. The team also manages the online UNDP Shop, a fast-growing initiative that empowers people around the world to promote the SDGs.

Project Description  

Reporting to the Team Leader of the Brand and Marketing Team and working closely with the MSH, the Graphic Designer(s) will provide support to the MSH. The selected candidate will ideate and evolve UNDP’s branded design direction in media, including print and digital. The selected candidate(s) will support designing communications projects for UNDP, collaborating with team members across the AMCg. 

Duties and Responsibilities

Considered for inclusion in the roster, applicants will need graphic design expertise:

The graphic designer(s) will be responsible for:

  • Design and layout of UNDP reports and brochures;
  • Design and layout for UNDP pamphlets;
  • Creating infographics, graphs etc. for publications and outreach material;
  • Ensuring correct application of UNDP Brand;
  • Use UNDP templates wherever possible.

  • Proficiency in the use of Adobe software is required;
  • Experience in producing layouts for reports and brochures;
  • Experience in creating infographics, graphs, and charts; Excellent oral and communication skills with analytic capacity and demonstrated ability to synthesize complex information in high quality graphics and in effective presentations to different audiences; 

 

Required Skills and Experience

Education:

Bachelor’s degree in Graphic Design, Visual Arts or similar field; Masters is considered an asset. 

Experience: 

  • Minimum of five (5) years of relevant work experience in a related field;
  • Proven experience in design and layout of reports and brochures;
  • Experience in creating infographics, graphs, and charts;

Languages:

  • Fluency in written and spoken English. Proficiency in any other UN languages is considered an asset. 

 

Application Procedure for Roster

The application package containing the following:

  • Cover letter- A brief description explaining why you consider yourself a suitable candidate to be considered for the roster.
  • Copy or link to your portfolio showing a range of examples of your work applicable to this roster
  • CV indicating experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.
  • Daily professional fee- (please include in cover letter) this will be used as a reference for Value for Money purposes; the actual assignment will be on a lumpsum basis (total price per product)

Note: Each of the above documents need to be scanned in one file and uploaded to the application.

Evaluation Process for roster:

The Evaluation panel will conduct a technical analysis in selecting the best candidate(s) weighted on the basis of 100% for technical expertise

Technical evaluation - Total 100% (100 points):

  • Strong portfolio showing consistent high-quality design examples of reports and brochures. (Maximum points: 40)
  • Knowledge of data visualization and examples of infographics, graphs, charts and illustrations (Maximum Points: 40)
  • Relevant background in terms of education level and professional experience (Maximum points: 20)

 Selection Criteria for Roster:

Candidate(s) obtaining 70 points or more will be considered technically qualified and the top 20 candidates will be part of the Marketing Service Hub roster at UNDP.

  • This roster is not linked to other UNDP rosters or to a specific UNDP recruitment opportunity. 
  • Due to the large number of applications we receive, we are only able to inform the successful candidates about the outcome or status of the selection process.

 How the MSH Roster will be used for specific projects/assignments:

 Contracting

  • When a request for services arises, the MSH shall contact the individuals included in the roster with a ToR, details and dates of the assignment seeking confirmation of availability. A lump sum fee will be requested.  The lump sum fee quoted by the individual during this process shall remain as the ceiling fee for the lump sum agreement and cannot be increased upwards for individual assignment(s).
  • The individual selected for the deployment will be contracted as an Individual Contractor to the UNDP on lump sum basis.  
  • The Contract and its terms and conditions are non-negotiable.
  • In the event of additional scope of work, i.e., revisions to graphic design work outside the control of the IC, any additional time and cost will be negotiated in advance.
  • In the event that the IC has not responded to an invitation nor explained the reason for non-submission of an offer for a maximum frequency of six (6) times, the vendor shall not be invited for any futures call-offs and shall be removed from the roster
  • An IC in the roster that has had recurring or unresolved performance issues on record after two (2) call-off engagements, the Vendor shall be removed from the roster.

Evaluation of Applicants (after selection to be part of the roster):

Applicants will be screened against qualifications and the competencies specified above, a Desk review and/or interview against the following criteria based on evident in the submitted application.

Consultants that confirmed their availability for Specific assignment will be evaluated in one of the two evaluation criteria that shall be clearly indicated in the respective assignment ToR:

1. Lowest price and technically compliant offer

When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both:

  • Responsive/compliant/acceptable, and
  • Offering the lowest price/cost

?2. Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight; [70%]
  • Financial Criteria weight; [30%]

Only candidates obtaining the minimum point specified on the assignment ToR, in the technical evaluation, would be considered for the financial evaluation.

The individual selected for the deployment will be contracted as an Individual Contractor “lump sum basis” to the UNDP.

 

 

Payment:

Payment(s) shall be made following certification by the Marketing Services Hub and the beneficiary that the services related to each deliverable, as specified in the contract, have been satisfactorily performed and the deliverables have been achieved by or before the due dates specified, if any.
