OBJECTIVES OF THE PROGRAMME

The objectives ofWHO's emergency programme are to design and implement programmes that preparethe health sector to deal with emergencies and that improve health during andafter crises and to ensure that WHO's critical functions as outlined in the EmergencyResponse Framework (ERF) are met. Within the emergency programme, theobjectives of WHO's emergency response team are to support Member States by:(1) promptly assessing health needs of populations affected by crisis,identifying priority causes of ill-health and death; supporting the MoH andlocal health authorities on logistical and capacity building aspects accordingto needs, preparing damage estimates and emergency response and rehabilitationplans; providing prompt, credible health information and ensuring thecontinuity of essential health services; (2) coordinating and monitoringemergency health relief efforts under the aegis of the Inter-Agency StandingCommittee coordination mechanisms (Health Cluster/Sector), of which WHO is thelead agency; 3) ensuring that critical gaps in the health response are rapidlyidentified and filled; 4) revitalizing and building the capacity of nationalhealth systems to deal with preparedness, mitigation, response and recovery

DESCRIPTION OF DUTIES

Drives office vehicles for the transport of FieldOfficer NOB and other authorized personnel for performing official duties withdue regard to time schedules. Driving of office vehicles in country or othercountries when required. Apply knowledge of driving regulations, safetyrequirements, traffic and conditions and most desirable routes to minimizetravel time. Assist passengers in entering or leaving theoffice vehicle; load and unload baggage, parcels, documents, goods or supplies.Responsible for the day-to-day maintenance of theassigned office vehicle(s), checks oils, water, battery, brakes, tires, etc.,performs minor repairs and arranges for other repairs and ensures that theoffice vehicle is kept clean.Delivers and collects mail, documents and otheritems when required. Makes minor purchases and collects urgentlyrequired goods from local suppliers on demand. Facilitates processing customsclearance of goods including follows up with customs authorities, localauthorities and technical and administrative staff in HQ and EURO. Collects goods from customs with due regard to routinecustoms regulations and formalities: makes or collects payment for goods ifrequired.Meets official personnel at the airport, railwaystation when necessary and facilitates immigration and customs formalities asrequired. Provide logistical assistance to the countryoffice staff and international visiting experts and consultants: visas,air/train tickets, customs formalities, hotel accommodation and transportationServes as back up to administrative personnel whenrequired, including negotiation, liaison and coordination with localauthorities to facilitate smooth running of vehicle movements in the designatedarea. Assists with office maintenance, printing,scanning and photocopying of documents, logistics in connection with meetingsand other events. Responds and acts on routine telephone calls inconnection with such tasks and brings matters to attention of relevant staffmembers as appropriate. Assists in the area of office logistics, assist in maintaining logistic records, managementof inventory and communication systems in compliance with WHO established rulesand procedures. Assists in local procurement of office supplies and equipment.Takes suitable precautions for the security of theoffice vehicle and its contents when left unattended. Ensures that the office vehicle is properly kept(in the garage or on the secured car park) during non-working hours.Ensures that all rules, regulations and localrequirements are adhered to in the event of involvement in an accident.Performs other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Equivalent to secondary education. Driver's licence.Knowledge of driving rules and regulations and chauffeur courtesies, skills in minor vehicle repair, initiative and discretion

Experience

Essential: Four years' workexperience as a driver; safe driving record.
Desirable: Experience in drivingfor a UN organisation or other international organisations

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 11,584 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
