Under the guidance and supervision of the Head of Human Resources/HR Analyst / Talent Development Manager, the HR Assistant provides HR services ensuring high quality, accuracy and consistency of work. The HR Assistant promotes a client-oriented and consistent with rules and regulations approach in the Unit.

 

The HR Assistant works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs staff to exchange information and ensure consistent service delivery.

Duties and Responsibilities

 

Summary of Key Functions:

  • Implementation of HR strategies

  • Implementation of HR services

  • Support to knowledge building and knowledge sharing

 

  • Ensures implementation of HR strategies focusing on achievement of the following results:

    • Full compliance of HR processes and records with UN/UNDP rules, regulations, policies and strategies.

 

  • Implements HR services focusing on achievement of the following results:

    • Preparation of draft job descriptions, preparation and dissemination of vacancy announcements, compiling matrixes, performing functions of Secretary in interview panels.

    • Creation/update of positions in Atlas/UNall, association of positions to chart fields (COAs), update of COA information, perform the functions of Position Administrator, HR Administrator and absence processor in Atlas. Preparation of SC contracts and become knowledgeable in the preparation of FTA and TA contracts and prepare them as required.

    • Monitor leave and attendance of staff in and out of Atlas, organize and promote the application of flexible working arrangement for staff.

    • Manage, maintain and update HR and personnel records for the recruits of UNDP and other agencies administered by UNDP in and out of Atlas/UNall mainly but not exclusively under IPSA, NPSA and Service Contracts.

    • Facilitate the enrollment under health, pension and life insurance for newly recruited IPSA, NPSA and Service Contract holders.

    • Tracking of all transactions related to positions, recruitment, benefits and separations through Atlas/UNall.

    • Maintenance of the Country Office staffing table and generating such reports from Atlas/UNall

    • Collection of background information for submissions to the Compliance Review Panel (CRP) and the Career Review Group (CRG).

    • Maintain the Country Office rosters.

    • Maintenance of proper filing system for HR records and documents manually and electronically.

    • Provision of information for cost-recovery bills in Atlas for HR services provided by UNDP to other Agencies.

    • Assist in the administration of the UN Proficiency examinations for UNDP and all UN agencies and project staff twice a year.

    • Assist UNV Programme Officer in personnel related matters to maintain all UNV personnel files.

    • Process the renewal of LPs, Family Certificates, Extension letters, etc., and ensure completeness and appropriateness of documentation to process entitlements.

 

  • Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

    • Participation in the trainings for the operations/projects staff on HR.

    • Contribution to knowledge networks and communities of practice to facilitate the exchange of information and sharing of experiences.

    • In close consultation with the Learning Manager, ensure proper management and monitoring of the internship programme through updating roaster, responding to queries, preparing contracts, follow up on reports, etc.

Required Skills and Experience

Education:

Secondary/High School Education. University Degree in Business or Public Administration would be desirable, but it is not a requirement.

Experience:

5 years of relevant HR experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web-based management systems

Language Requirements:

Fluency in both Arabic and English Languages
