Background Information – Amman

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies.  With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Background Information - Job-specific

The United Nations has been assisting Iraq with the establishment of the Electoral Management Body (initially Independent Electoral Commission of Iraq, 2003, currently Independent High Electoral Commission), and the development of the institution’s capacities to administer electoral processes. Despite major military operations against the Islamic State in Iraq and the Levant (ISIL), in November 2017, the political and security environment in the country remains complex and unpredictable.


Regardless of the efforts on the development of technical capacities within IHEC over the years, the credibility of the institution has been decreasing, particularly after the 2018 legislative elections.

Since October 2019 the country has experienced major public unrest through continuous demonstrations and sit-ins in Baghdad and all over the country. Amongst demands for better delivery of public services, the

protesters also claimed for change of government, and organization of early elections – elections to be held

before the normally expected date, which would be the end of the current legislature, in May 2022.


On 5 December the Council of Representatives voted on a new Independent High Electoral Commission (IHEC) that provides for nine commissioners from the judiciary, who took office on 13 January 202. The United Nations Assistance Mission of Iraq (UNAMI), through its Office of Electoral Assistance (OEA) has since then, been working closely with the nine commissioners to enhance their understanding of the different electoral aspects.


The new law also provides for changes to the positions of Director – General, both in headquarters and governorates offices, which has a strong impact of the existing technical capacity of the institution. The upcoming elections in Iraq will be an important milestone for Iraq’s future progress, with the implementation of a credible and legitimate electoral process and outcome.


On 27 May 2021, upon the request by the Government of Iraq on 11 February 2021 for additional support, the UN Security Council unanimously adopted the resolution SCR 2576 (2021) extending the UNAMI mandate until 27 May 2022, calling UNAMI to:

  • Provide a strengthened, robust and visible UN team to monitor Iraq’s election day;

  • Launch a UN strategic messaging campaign to educate, inform and update Iraqi voters on election

  • preparations.

The Driver will work under the direct supervision of national and international UN experts deployed for election support across Iraq.

Functional Responsibilities

The Driver will work under the supervision of the Team Leader/ Regional Coordinator/ Senior Communication Advisor .    

The position is located in the Office of Electoral Assistance in the United Nations Assistance Mission for Iraq (UNAMI), with duty station in Iraq (Bagdad or other locations inIraq).  The Driver works closely with all OEA staff members, as well as UNDP, and UNAMI.  

  • Timely and safe driving OEA Staff members, consultants, project guests, project visitors, in the project official vehicles; 

  • Performing tasks related to the daily maintenance of the vehicle;

  • Maintaining daily vehicle logs (mileage, fuel consumption, travel routes) and submitting logs to the project administrative staff on a timely basis;

  • Ensuring that repair and maintenance services are done on project vehicles in time;

  • Ensuring that all instructions regulating safe driving behaviour and Rules of the Road are in hand and strictly followed;

  • Ensuring that the vehicle has valid insurance;

  • Driving the project’s vehicle for delivery and collection of mails, documents, pouches, equipment and other administrative tasks as required under the project;

  • Providing assistance in checking the completeness of micro-projects documents and following up on missing records;

  • Assist in the organization of and logistical preparation for field trips, visiting missions, etc.

  • Assist in reviewing records related to in-country missions and field trips;

  • Support in registry of incoming and outgoing documents and correspondence;

  • Provide operational support to project activities;

  • Assist in general maintenance of the office premises;

  • Performing other duties as required

The key results have an impact on the accurate, safe and timely execution of the UNOPS services.


Education/Experience/Language requirements

Education
  • Completion of secondary school or equivalent; drivers training with a valid driver’s license/Iraqi driving license (minimum category B) preferred.

Experience 

  • Three years of work experience as a driver; 
  • Experience driving B6 Armoured Vehicles is required.
  • Knowledge of local road networks within assigned duty station is required.
  • Experience working with the UN, a UN agency or an international organization on electoral issues or preferred; 
  • demonstrated ability to thrive within a complex multicultural and multinational environment strongly preferred; knowledge of UN rules, regulations, policies and procedures an asset.

Language

  • Fluency in written and oral Arabic and basic knowledge of English  is required.
