Org. Setting and Reporting

The United Nations Global Service Centre (UNGSC) provides critical Logistics, Geospatial, Information and Telecommunications Technologies services and Training to all peacekeeping missions around the world.

This position is located in the United Nations Global Service Centre (UNGSC)/United Nations Information and Communication Technology Facility (UNICTF) in Valencia (Spain) within the Office of the Chief, Service for Geospatial Information and Telecommunications Technologies (SGITT).

Under overall technical guidance of the UNGSC Chief Security Officer, the incumbent reports to the P-5 Chief of Unit within the Office of the Chief, SGITT supporting the Head of Premises and Area Security Coordinator for UNICTF.

Responsibilities

Within limits of delegated authority, the Senior Field Security Assistant will carry out the following duties:

Supervises the activities and operations of the office including the preparation of security office budgets, personnel and guard force contracts.
Supports the Chief Security Officer to maintain continuing lines of communication with security focal points in all other agencies working in Spain and other missions to ensure maximum security coordination.
Analyses security related information, evaluates reports, and provides input to the United Nations Security Management Team on the implementation and evaluation of the effectiveness of the security plan.
Develops and implements security contingency plans, Security Risk assessments, Standard Operating Procedures (SOPs), inductions, training in personal security awareness, hand-outs, and briefing to all categories of staff, non–staff, and visitors, in conjunction with the Chief Security Officer.
Liaises with local authorities and police to review prevailing local security conditions, identifying security trends and advises staff, project personnel and dependents on potential security problems and criminality in the area.
Reviews investigation reports of incidents/accidents involving staff/eligible dependents, and loss or damage to property; ensuring appropriate and timely remedial responses and actions.
Ensures that the fire detection devices and fire-fighting equipment are available on the premises. Maintains fire evacuation plan and conducts fire drills and training as necessary.
Periodically checks emergency communications system to determine if system is functioning properly; arranges for necessary repairs or adjustments.
Ensures timely submission of periodic reports to the Department of Safety and Security (DSS) Security Incident Reporting System and personnel lists.
Performs all other duties as required.

Education

High school diploma or equivalent is required.
Fire Safety and First Aid Certification is required.

Work Experience

A minimum of ten (10) years of progressively responsible experience in all areas of security operations with the national police or military, or UN Security or similar International Organization Security is required.
Experience with Closed Circuit Television (CCTV) and Radio Frequency Identification Device (RFID) is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of Spanish is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules. All staff in the General Service and related categories shall be recruited in the country or within commuting distance of each office, irrespective of their nationality and of the length of time they may have been in the country.

Passing the Global General Service Test (GGST) is a prerequisite for recruitment consideration in the General Service category in the United Nations Secretariat. Having passed the Administrative Assessment Support Test (ASAT) in English at Headquarters, ECA, ESCWA, UNOG, UNOV, ICTR, or ICTY may be recognized in place of the GGST, pending confirmation of validity.
